Job Purpose:

The main purpose of the position is, under the guidance of the Supervisor, to implement Concern’s emergency response in North Lebanon)

 S/he is responsible to ensure quality case management service provision in line with international standards of case management for children in line with key child protection principles including best interests of the child, confidentiality, do no harm, and child participation.

The caseworker will conduct all steps of the case management process (identification, assessment, documentation, and referral (to relevant services) and follow-up) for an assigned number of vulnerable children exposed to or at risk of abuse, exploitation, neglect, and violence.

S/he will organize and carry out work to address an individual's (and their family’s) needs in an appropriate, systematic, and timely matter through direct support and/or referrals.

 

Main duties & Responsibilities:

 

Identification

Work across different contexts, including local communities, and safe spaces, to ensure CP cases are identified and receive case management support, through a regular presence in the community

Conducts initial assessments for CP cases; conducts regular community visits to work with PSS Officers and community leaders on identification and referral

Accept CP cases referred to Concern by other agencies and community partners

Capacity building of Health practitioners on safe identification and referrals

Adapt/develop vulnerability criteria fitting the local context

Assesses and prioritizes cases according to risk level

Capacity building of Health practitioners on safe identification and referrals

 

Case Planning and Implementation

Based on the needs identified through the assessment, develop a case management plan, in collaboration with the beneficiary, and with the supervision of the supervisor

Manage cases in line with Standard Operational Procedures (SOPs) and guidelines

Identify, refer and follow up on all services and ensure action points are carried out within the agreed timeframe;

Maintain regular communication with external referral agencies for service provisions

Regularly review, and when needed adjust, the case plan to ensure progress;

Monitor, guide, advise and support beneficiary and their family throughout the process; Provide information and advise the beneficiaries on existing social services and social counseling and how to access them.

Documents cases using case notes and regularly update the database to ensure a comprehensive record of each case

Maintain files, registers, computer databases, and records in paper or electronic format.

Ensure data collection and storage are done confidentially;

Support Concern’s strategy in preventing COVID-19 transmission amongst the team, partners, and beneficiaries, and support a COVID-19-sensitive response.

 

Support to Project Monitoring, Evaluation, Accountability, and Learning (MEAL):

Ensure inclusion of people with specific needs and minorities in the project activities

Ensure that CRM (Complaints & Response Mechanism) is rolled out and functional

Ensure daily record of attendance per activity and ensure that the data collected is accurate

Collect, store and maintain data in line with agreed procedures for data protection

 

Co-ordination and Reporting

To directly work with other caseworkers and service providers on the management of caseload and referrals

Provides weekly updates/reports on cases and outreach activities to the Supervisor;

Support the mapping of the available services and organizations operating in the area;

Ensures coordination and synergy with the main service providers in the area of intervention for prompt referral, follow-up, and information sharing;

Person specification:

Essential

Education: Degree in the Social Work, Psychology, or any related major

Experience: Minimum of two years’ experience in case management implementing CP programs in humanitarian settings

Languages: Good in English and fluent in Arabic

Computer: Good computer literacy, including good knowledge in Microsoft word and excel

 

Others:

Experience in working with different nationalities, particularly with minorities

Knowledge of protection principles in humanitarian aid;

Demonstrated understanding of working with children and particularly vulnerable children

Ability to prioritize, be able to coordinate multiple tasks, and maintain attention to detail

The ability to work as a member of a team is essential.

Flexible and willing to learn and/or adapt to a fluid situation

Flexibility in working overtime when needed and ability to handle pressure well

Good organizational and planning skills

Excellent verbal and written communication skills, with strong attention to detail
