INTRODUCTION: CESVI AS AN ORGANISATION 

CESVI in an International NGO based in Italy working in more than 20 Countries to help people who are living in conditions of poverty or have been affected by war, natural calamities and environmental disasters to improve their life and realize their aspirations. 

CESVI has started its operation in Lebanon in 2001 with emergency assistance, food security and livelihoods actions. From 2013 onward, it has developed programs primarily focusing on vulnerabilities generated by the Syrian crisis, and from 2019 has reshaped its intervention to be able to tackle most impelling needs caused by the country meltdown. 

This consultancy is commissioned by CESVI under the Waste or Resource project funded by the Italian Agency for Cooperation and Development, and implemented by CESVI in partnership with Celim (lead agency) and Oxfam Italia. 

 

1. PROJECT BACKGROUND 

The project aims to reduce the negative impacts of waste and pollution production in Lebanon, in accordance with SDG 3.9. In order to do so, CESVI will support 20 MSMEs working at different levels of the waste value chain of plastic, paper and cardboard, and organic waste in developing strategies to reduce their negative environmental impact. The participating MSMEs will receive support in the form of capacity building (trainings and coaching), financial grants, and a fully functioning data system which will allow them to track their waste production to generate waste reduction and reuse strategies.  

2. SCOPE OF WORK 

This job vacancy is aimed towards a private technical consultant that will consult CESVI in relation to the data system scope, identification of the most suitable program developer, and setting the development KPIs & main outputs.   

KEY ACTIVITIES (including estimated days of contribution) 

Collaborate with CESVI in developing feasible data system requirements and functionality, whereby the main end goal of the data system is inputting the business’ main waste outputs and monitoring the life cycle of the waste, to result in an autogenerated waste type and channel dashboard which MSMEs can use to inform waste reduction strategies (approximately 5 working days) 

DEFINING THE PROGRAMMER’S SCOPE OF WORK: consult CESVI in translating the key outputs of the project’s intervention with MSMEs into functioning KPIs for data system provider to abide by (approximately 3 working days) 

Support in developing the data system wireframes to be submitted to the program developer (approximately 8 working days) 

Referrals to & support in evaluating relevant local programming service providers (approximately 5 working days) 

Providing feedback on the data system during development and as a final product, to ensure maximal data system functionality and optimization  

KEY OUTPUTS 

Feasibility study covering the key outputs as a data system monitoring and providing feedback on MSMEs’ waste management

3. APPLICANT EXPECTATIONS  

- Minimum 3 years demonstrated experience in computer science, data management, digitalization and/or similarly relevant fields 

- Minimum 2 years of experience as a technical consultant 

-  Knowledge of the local context, constraints faced by local small and medium enterprises, and the waste crisis in the country 

- Ability to grasp concepts related to environmental impact, business development, and waste management efficiently 

- Acute interpersonal skills, ability to establish a relationship of trust with interlocutors, open to change, able to receive and integrate feedback 

- Well organized and attention to details 

- Excellent English – spoken and written
