Description: 

Specific duties include:

 

  • Coordinate with IDIQ Manager to develop field visit objectives for each field visit;
  • Develop/ refine checklists for field verification;
  • Assist with data collection for HO or in-country engineering team members;
  • Develop schedule for field visits both – planned and impromptu visits, in coordination for the AE-MSP manager;
  • Provide construction or activity oversight reviews during field visits;
  • Develop brief reports for each site visit (after developing/obtaining approval on report format);
  • QA Electrical Engineer does not have the authority to direct the work of the USAID implementing Partner (IP) during field visits (or at any time), unless there is an imminent threat to health and safety. In such cases, the authorized direction is limited to mitigation of the threat to health and safety.    
  • Participate in reviews of construction submittals, shop drawings, and potentially other submittals and plans from the IPs.
  • Review/verify Bill of Quantities (BoQs), construction cost estimates, and quantity surveys;
  • Provide regular and periodic inputs for the Monitoring, Evaluation and Learning (MEL) plan and reports as requested by the IDIQ Manager;
  • Review and verify IP’s compliance with USAID’s environmental requirements;
  • Participate as required in field management meetings and/or IP contractor or USAID meetings on an as-needed basis.  Prepare and deliver minutes of such meetings, or assure that they are being taken;
  • Oversee, or assure the oversight of, field testing, and factory testing by the construction contractors on an as needed basis;
  • Verify the quality of work and completed facilities;
  • Verify IPs compliance with their own procedures for quality control, safety management, and material approvals;
  • Prepare, review or assess change orders as may be required;
  • Review all field inspections, data collections, or factory testing reports.
  • Review and recommend approval of construction contractor payment applications as needed.
  • Participate in reviews of claims and make recommendations for resolving disputes as-needed;
  • Lead or participate in review of substantial completion of the site;
  • Lead or participate in review/update of punch list items;
  • Participate in testing and commissioning phases of equipment;
  • Lead or participate in final inspection and handing over of the site;
  • Review of As-Built Drawings and Operations and Maintenance Manuals by the IP construction contractors;
  • Review and verify completion of all necessary construction close-out documents;
  • Conduct visits during maintenance and DLP period and report on progress;
  • Conduct site visits to verify operation of the completed facilities;
  • Verify the receipt and approval of completed facilities by relevant beneficiaries including receipt of manuals, warranties, and as-built drawings.
  • All other duties as may be assigned by the IDIQ Manager.

Minimum requirements:

  • BSc. Degree in Electrical Engineering from an accredited University.
  • Registered with the Lebanese Engineers’ Syndicate.
  • At least 10 years’ professional experience on infrastructure projects in Lebanon or its region, in construction oversight/supervision and design, and/or project management experience.
  • Preference have working experience with international firms based in developed countries.
  • Ability to prepare reports and meeting minutes.
  • Fluent in Arabic & English.
