Through the British Policing Support Project (BPSP) 2016-19, the United Kingdom supports the Lebanese Internal Security Forces (ISF) to meet the challenges to Lebanon’s stability and public safety. Key strategic elements of the British Policing Support Project (BPSP) relate to mainstreaming a Community Policing model, improving internal and external accountability, enhancing Human Rights and building the capacity and professionalism of the ISF. The BPST employs a collaborative, client-centered, and holistic approach based on a belief that capabilities must be developed in partnership with organisations.

The ISF, with the assistance of the BPSP, has recently prepared an ambitious five-year ISF Strategic Plan 2018-2022 that aligns with the above-mentioned thematic areas (community policing, accountability, human rights, and professionalism). The plan covers the entire operational needs of the organization and sets out objectives with regards to improving efficiency and effectiveness through the restructuring of internal systems, structures, and processes. The overall purpose of the plan is to allow the ISF to achieve its vision of becoming a more community-centered policing institution.

The ISF is now preparing a Year 1 Implementation Plan, accompanied by a governance structure, including: Key performance indicators, risk analysis, and a project management toolkit and training package to be institutionalized as part of the strategic planning process.

The Change Management Expert will provide day-to-day mentorship, advice, and support to the ISF in developing and implementing the Year 1 Implementation Plan of the ISF Strategic Plan 2018-2022.
