Job Purpose:

The MEAL Officer at Basmeh & Zeitooneh will work to develop results-based frameworks, as well as monitor the quality of the programs\ projects.

She/he will be responsible for communicating M&E information, gathering data from the field staff, following up on activities, and reporting.

Major Activities:

  1. Assist Program Managers and Senior Management in the development of systemic and realistic monitoring plans that utilize quantitative and qualitative data to report on project performance indicators.
  2. Develop plans for the monitoring of project activities and progress towards achieving the project’s targets, goals, and objectives.
  3. Developing appropriate monitoring and impact indicators to measure the efficacy of programs implemented within the organization.
  4. Assist in designing and implementing monitoring and evaluation frameworks for proposed projects.
  5. Train staff in using Monitoring and Evaluation tools to ensure that all tools and processes are understood.
  6. Develop a process and tools for data collection, analysis, and reporting for project staff.
  7. Collection of data through the creation of surveys, as well as organizing focus groups, interviews, and field visits with beneficiaries or target communities, that respond to indicators and M&E plans.
  8. Cooperation with the Project Manager to create monthly, quarterly, and final reports on findings and lessons learned through data collection and analysis.
  9. Contribute to the development of programs and proposals by developing logical frameworks and measurable indicators.
  10. Track and monitor project implementation and compliance based on the work plans and proposals.
  11. Participate and assist in data collection, and monitoring activities of other projects\ programs that are not under her\his responsibilities.
  12. Assist M&E management in developing progress reports for the organization.

Key Performance Indicators:

  1. Monitoring and Evaluation tools are designed, communicated, and used.
  2. The project team is aware of the M&E requirements and tools.
  3. The quality of the Project \ program is tracked and reported. (Targets, implementation, goal).
  4. A project overview report is produced by the end of the project.
  5. The quality of donor reports is maintained.
  6. Problems solved with effectiveness.

Education & Experience:

  1. A Bachelor's degree in Development Studies, Business or Public, Data management.
  2. Administration or another related social science field.
  3. An MBA is a plus.
  4. A minimum of 2 years of experience in designing and implementing monitoring and evaluation tools in non-governmental organizations.
