PURPOSE OF POSITION:

The Operations team is responsible for the effective, efficient and compliant planning and delivery of ARK projects’ activities. It includes the project teams and the cross functional teams that implement project activities (technical specialists, Research, MEAL, Communications). They are supported by the Operations Support team including Finance, Logistics and Procurement, HR and Internal Compliance.

The project supports Lebanese civil society through grants and capacity building to deliver transparency and accountability campaigns to promote good governance. The project amplifies these activities through communications campaigns to raise awareness of the impact that civil society has and to encourage members of the community to support these campaigns.

The Project Coordinator will support the planning and implementation of all project activities in collaboration with the project and Operations, and Operations Support teams (Monitoring and Evaluation, Finance, Human Resources, Compliance and Logistics and Procurement) stakeholders. They work under the project manager and are given responsibilities for the management of project partners, beneficiaries, and resources. They are responsible for the effective, efficient and compliant day to day delivery of the project in accordance with ARK and the client’s policies and procedures.

 

KEY RESPONSIBILITIES:

Subgrants Management:

  • Advertisement of subgrant funding, as applicable.
  • Lead on subrecipient Risk Assessment process.
  • Draft subrecipient agreements and provide guidance to project staff on compliance requirements.
  • Lead on reconciliation of subrecipient financial reporting, checking monthly expense supporting documents for compliance.
  • Submit subrecipient payment requests in a timely manner.
  • Support with subrecipient capacity building.
  • Follow up with subrecipients on the day-to-day implementation of project activities and brief the Project Manager regularly.
  • Ensure all sub-recipient and service provider-related tasks are carried out in accordance with ARK’s and the donor’s policies and guidelines. 
  • Attend weekly project team meetings with key internal stakeholders, either in person or via messaging software.

 

Procurement:

  • Draft Logistics and Procurement (L&P) documents for project activities including but not limited to, procurement requests, request for quotations and proposals and other competitive tenders in line with internal procurement policies and procedures.
  • Lead bid evaluation committees and guide other panel members.
  • Draft contractual documents, including purchase orders and service provider contracts.
  • Review and provide guidance to project staff on service provider statement of works.
  • Ensure that procurement is carried out in a transparent manner and in compliance with internal policies by staying informed of donor policies and procedures.
  • Ensure accurate SharePoint filing of procurement documentation.
  • Track supplier payments and submit payment requests on SharePoint.
  • Responsible for project inventory in accordance with asset management policies and procedures.
  • Receive and verify accuracy of shipments from suppliers for project deliveries.
  • Oversee project travel bookings and event organisation.

 

SKILLS, KNOWLEDGE AND EXPERIENCE:

Essential

  • Relevant professional, academic or personal experience in the project context.
  • Prior experience working with subgrants.
  • Ability to work under pressure, be a self-starter, team player, innovative and demonstrate the capacity for maintaining high professional standards.
  • Ability to set priorities, organise time efficiently and work independently on several tasks simultaneously.
  • Must be able to maintain highest level of confidentiality regarding work-related information.
  • Full professional fluency in English.
  • Proficiency in the Microsoft Office suite.
  • Very good interpersonal skills.

 

Desirable

  • Professional experience in a project environment for government agencies, international development organisations, the armed forces or INGOs on thematically and geographically relevant projects.
  • Bachelors degree in a relevant field such as international development, international relations, areas studies, political science, sociology, public administration, communications and media studies, logistics and procurement; Postgraduate degrees are highly desirable.
  • Relevant project management qualification such as PMD Pro, PMP or PRINCE 2.
  • Familiarity with donor compliance and regulations.
  • Additional languages relevant to the project, preferably Arabic.
