- Purpose

- ALA requires media video production services for the provision of visual productions for the new recycling facility awareness campaign in the South, as per annex 1 – Statement of Work (SOW) attached.

- The services must be delivered prior to 31 March 2022.
- Description of Entity
- ALA is a Lebanese NGO working on development projects aiming to improve the quality of life for Palestinian refugees in Lebanon. ALA are funding a project for sorting solid waste originating from Ayn al Hilweh Palestinian camp and Saida neighbourhoods.
- Procedures for Submitting Proposals

- Interested, qualified companies may submit a proposal via email to [email protected]. The submission can be sent in one email but with two separate technical and price proposals attached. The subject headings must clearly state the RFP number and the Supplier name.

- Proposals will be received until 23 March 2022 12:00 am Beirut time. No proposals will be accepted after the deadline.

- Any questions raised regarding this RFP must be in writing and emailed to [email protected]. The RFP number should be quoted in all correspondence. ALA reserves the right to reject any and all proposals submitted and to request additional information from all bidders.
- Technical proposal Format

- The bidders should submit a free format technical proposal highlighting the firms experience and qualifications in response to the technical evaluation criteria outlined in section 6. ALA encourages bidders to submit documentation which illustrates the skillsets and prior experience, such as CVs or profiles of team members, portfolios or samples of prior work. The bidder should also demonstrate what equipment will be used, in response to the evaluation criteria outlined in section 6.

- Price Proposal Format

- The bidder should submit an all inclusive lumpsum price for the services described in annex 1 - SOW.

- In order to determine the reasonableness of the price quoted, the bidder should break down their price proposal to cost components that make up the final price, such as labour costs, equipment hire, transportation etc.

- The price proposal should be submitted in USD.
- Evaluation Criteria

- A points formula will be used during the review process to score proposals submitted. If several proposals are closely ranked, ALA may arrange discussions with the bidders to assist in the selection process. Proposals will be evaluated and scored for both technical and price criteria.

- The maximum score for the full RFP, technical and price, proposal 150.

- Mandatory Criteria: Bidders must have the capacity to complete the deliverables outlined in annex 1 SOW by 31 March 2022.

- Technical Criteria: The maximum score for the technical evaluation is 50 points, broken down as follows:
- Prior experience in providing similar services (20 points).
- Qualifications and skills of the proposed team (15 points).
- Quality and suitability of proposed equipment (15 points).

- Price Criteria: The maximum score for the price evaluation is 100 points. The maximum score for price will be assigned to the bidder offering the lowest price and proportional scores will be assigned to the other proposals.

- Bidders failing to meet the minimum threshold of 25 points in the Technical Evaluation will not be taken forward to the Price Evaluation phase.
ANNEX. 1
STATEMENT OF WORKP
Video Production Services
- Background
With the establishment of the new recycling facility in the South, ALA will launch an awareness campaign in March 2022 to promote the facility and encourage camp citizens to sort their wastes from the source. As such, the awareness campaign will include promotional videos that will be circulated on various media outlets.
- Purpose
ALA requires media consulting services for the provision of visual productions for the new recycling facility awareness campaign in the South.
- Description of Services Required
Services are required for the production of two videos, an awareness ad and an infographic video report. The production will include the following stages:
- Pre-Production planning: Script writing-Story board creation-Mood board.
- Production: Set up and Filming.
- Post-production: Editing and coloring.
- Deliverables
The required final deliverables are as follows:
- One promotional video
- 30 to 45 seconds in length.
- Filmed with 4K cameras and relevant equipment including professional lighting and sound.
- Edited professionally including coloring and sound mixing.
- Include a full production team on field during the production process.
- One infographic video
- Approximately two minutes in length
- Include awareness and informative messages about the launch of the new recycling. facility and the importance of waste management.
- Include an additional teaser video.
- Edited professionally by a video editor skilled in graphic design.
- Milestones and Payment Schedule
The payments terms are as follows:
- 50% upon signing the contract for mobilization costs.
- 50% following the completion and acceptance of all deliverables.
- Requirements and Qualifications
The service provider should have a team of 3 to 5 individuals with the following skills and equipment:
- A videographer who has the skills to film a professional video using a DSLR camera. In addition to setting up the lighting and art direction.
- A sound engineer capable of recording all the audio related to the videos.
- An editor who is able to create the final video/promo using the content provided by the team during the production phase by using a professional editing software such as Avid/Adobe Premiere.
The below equipment should be used by the service provider
- DSLR video camera
- Zoom recording kit
- Lighting kit
The team must be composed, as a minimum, of the below individuals:
- Videographer
- Videographer assistant
- Sound engineer
- Editor
