The main objectives of the evaluation are to:

Analyze the coherence and relevance of the project's design, including the action plan, objectives, operational modalities, and expected outcomes.

Assess the qualitative and quantitative implementation of the project, including the efficiency and effectiveness of implementation, the achievement of objectives and expected outcomes, and the project's impacts.

Analyze the sustainability of the project's results.

Assess the partnership relationships and the transfer of technical skills.

Provide recommendations for the continuation of the project, prioritizing the most promising areas for further development.

Scope of the Evaluation

The evaluation will cover the following aspects of the project:

Project design: The evaluation will assess the coherence and relevance of the project's design, including the action plan, objectives, operational modalities, and expected outcomes.

Project implementation: The evaluation will assess the efficiency and effectiveness of the project's implementation, including the progress made towards achieving objectives and expected outcomes, the use of resources, and the management of risks.

Project outcomes: The evaluation will assess the project's outcomes, both quantitative and qualitative, including the changes that have occurred as a result of the project and the extent to which these changes are attributable to the project.

Project impacts: The evaluation will assess the project's impacts, both positive and negative, on the target population and other stakeholders.

Sustainability: The evaluation will assess the sustainability of the project's results, including the likelihood that the benefits of the project will continue to be achieved after the project has ended.

Partnership relationships: The evaluation will assess the effectiveness of the partnership relationships that have been established for the implementation of the project.

Transfer of technical skills: The evaluation will assess the extent to which technical skills have been transferred to local partners.

Methodology

The evaluation will use a mixed-methods approach that will include:

Document review: The evaluation team will review all relevant project documents, including the project proposal, reports, and training modules.

Fieldwork: The evaluation team will conduct fieldwork in Lebanon, which will include interviews with project staff, beneficiaries, partners, and other stakeholders. The team will also visit the project site.

Data analysis: The evaluation team will analyze the data collected through document review and fieldwork.

Evaluation Team

The evaluation team will be composed of at least two consultants with the following qualifications:

Expert 1: The lead consultant must have a Master's degree in project management with a specialization in project evaluation. He/she must have significant experience in evaluating projects, ideally those funded by AFD. He/she must also have a good knowledge of the Lebanese context and must be fluent in French.

Expert 2: The second consultant must have a Master's degree in one of the following fields: social or economic sciences, sustainable development, or agriculture. He/she must have conducted at least one similar evaluation.

Both experts must have:

Fluency in English and Lebanese Arabic

A strong understanding of project cycle management, the logical framework, and the procedures of international donors

Knowledge of Lebanon and its issues, particularly in terms of youth

Experience in using evaluation tools

Strong writing skills

Proven professional experience in Lebanon

At least one member of the evaluation team must be fluent in French. The team leader must be clearly identified in the proposal that will be submitted and will be the primary contact person for the evaluation.

Timeline

The evaluation will be conducted according to the following timeline:

Call for proposals closes: June 30, 2024

Selection of evaluators: Week of July 1st

Kick-off meeting: Week of July 15th

Field evaluation: From August 1st

Final report submitted by October 15, 2024

Deliverables

At the end of their assignment, the evaluators will have to provide:

A scoping note summarizing the initial findings based on document reviews and preliminary discussions with the project team. The note will outline the questions and hypotheses the evaluators will address during the field mission. It will also present the planned schedule for visits and interviews during the field mission and the methodology employed.

A mission memo that will serve as a basis for provisionally presenting the evaluation results at the end of the field mission (hot debriefing).

A provisional evaluation report (electronic version) that will be commented on by the clients after receiving the report.

A final report (electronic version) along with all the documents produced in digital format.

The final report will include:

a) A main report (maximum 50 pages) with:

A brief summary of the methodology used.

The observations and results of the evaluation, according to the terms defined above.

An analysis of the impact and perception of the project by beneficiaries, institutions, and other stakeholders involved.

Prospects and conditions for the project's sustainability.

Concrete and constructive recommendations based on the observations and results of the evaluation.

b) An executive summary (maximum 4 pages) summarizing the key findings and recommendations after a brief general presentation.

Submission Procedures

Submit a technical and financial proposal in English, using the templates in Annexes 2 and 3 by June 30, 2024, at the latest. The proposal must include:

Consultants' CVs specifying their experience in evaluating development projects.

Evaluation methodology: tools, timeline (format in Annex 2).

Unit costs in euros (format in Annex 3).
