Background:

Al Hadatha Association is a national NGO established in 13/03/2006 and registered at MOI under number 87/A.D to support the roles of various community segments by developing their capabilities, and reduce economic vulnerability by promoting their skills, and facilitating community access to social, humanitarian, and development work.

In order to achieve its goals, the organization has decided to build a comprehensive Monitoring and Evaluation (M&E) system to track progress, identify areas for improvement, and ensure accountability.

For its project in [North & Baalbek - Hermel], funded by the [BMZ], partnering with Welthungerhilfe e.V, HADATHA Association is aiming from this Tender to solicit competitive offers for  “Monitoring and Evaluation System Specialist”

Position Summary:

The Monitoring and Evaluation System Specialist will be responsible for designing, developing, and implementing a comprehensive monitoring and evaluation system for [LBN1005 project] to ensure effective data collection, analysis, and reporting. The Specialist will work closely with [program team/M&E specialist] to identify key performance indicators, develop data collection tools, and analyze data to inform decision-making and improve program performance. This position reports to [PM] and is based in [Akkar-North Lebanon].

Key Responsibilities:

1-Develop and implement an M&E plan: The M&E specialist is responsible for developing and implementing a comprehensive M&E plan that includes data collection tools and methodologies, data analysis techniques, and reporting formats .

2-Ensure data quality: The M&E specialist is responsible for ensuring the quality of data collected, verifying the accuracy and completeness of data, and maintaining a data quality assurance system.

3-Analyze and interpret data: The M&E specialist is responsible for analyzing and interpreting data collected during the M&E process, identifying trends and patterns, and making recommendations based on the findings.

4-Develop and present M&E reports: The M&E specialist is responsible for developing and presenting M&E reports to stakeholders, including project managers, donors, and other relevant parties.

5-Facilitate learning and knowledge management: The M&E specialist is responsible for facilitating learning and knowledge management within the project or program, ensuring that M&E findings are disseminated to relevant stakeholders, and using M&E data to inform programmatic decision-making.

6-Ensure compliance with M&E standards: The M&E specialist is responsible for ensuring compliance with relevant M&E standards and guidelines, including those set by donors and regulatory bodies.

7-Build capacity of project staff: The M&E specialist is responsible for building the capacity of project staff in M&E, including providing training, mentoring, and coaching.

8-Monitor and evaluate project performance: The M&E specialist is responsible for monitoring and evaluating project performance, including tracking progress towards project objectives and identifying areas for improvement.

9-Coordinate with external stakeholders: The M&E specialist is responsible for coordinating with external stakeholders, including donors, implementing partners, and other relevant organizations, to ensure that M&E activities are aligned with project objectives and reporting requirements.

 

Qualifications:

Bachelor’s or Master’s degree in a relevant field, such as statistics, economics, public health, or social sciences

At least 5 years of experience in designing and implementing M&E systems from scratch, possesses with a particular emphasis on “social cohesion and community resilience".

Strong quantitative and qualitative data analysis skills

Experience with data collection tools and software (e.g. Excel, ODK, Kobo Toolbox)

Excellent communication and interpersonal skills

Ability to work independently and as part of a team
