Assignment

Under the supervision of the Consortium Coordinator, the Civil Society coordinator is responsible for identification of relevant civil society initiatives, development of capacity building content and conducting trainings, and ensuring close coordination between ACTED’s programs and local action to maximize impact in targeted neighbourhoods.

  1. Background

ACTED is an NGO registered in France with global operations in Central and South Asia, Europe, Middle-East and Africa. ACTED has been active in Lebanon since 2006 operating mainly in the North and Beirut and Mount Lebanon governorates of Lebanon. Since 2013, ACTED has been implementing household and community-level programming in Beirut, Mount Lebanon and the North supporting public service delivery, support to civil society and social cohesion. ACTED has been on the ground responding to the Beirut Explosion since August 5th and is currently implementing large scale response programs in affected areas in terms of shelter rehabilitations, cash support, protection programming, support to damaged businesses, and support to restore public services.

 

  1. Functions

The Civil Society Coordinator will be fully responsible of the management and implementation of ACTED’s mapping of and support to local initiatives as part of a large scale consortium of 5 agencies responding to critical shelter and protection needs as part of the response to the Beirut Explosion. This role will include: identification of relevant actors (scope, geographic reach, needs), developing a capacity building plan, designing content and curricula based on sector and local standards for intervention, conducting training to relevant initiatives, reporting on daily/monthly implementation, and coordinating with relevant stakeholders (other project partners, local and national authorities, other program and support department staff, and targeted community beneficiaries).

 

The Civic Society Coordinator shall be responsible for:

 

    1. Mapping of relevant initiatives
  • Developing a service map of initiatives, their scope of work, areas of coverage, criteria for providing assistance, notably via review of existing coalitions and platforms, sector working group mapping exercises, and feedback from consortium partners.
  • Meeting with these initiatives to understand their approach and needs in terms of capacity building,
  • Regularly updating service maps throughout the project

 

    1. Capacity building for civil society initiatives
  • Produce a baseline tool to assess CS capacity with the support of the AME department and conduct baseline assessment with relevant organizations
  • Develop and adapt training content in multiple formats – in person trainings, trainings via zoom/skype and online content for a website.
  • Conduct capacity building sessions for targeted civil society initiatives, incorporating feedback to improve trainings progressively over time.
  • Support AME department in conducting endline assessments to measure impact of trainings

 

    1. Reporting and coordination
  • Submit daily reports to track implementation in detail
  • Submit a monthly report on achievements and blocking points
  • Coordinate with all consortium partners to ensure the training and coordination of local initiatives meets the needs of the program
  • Coordinate with sector working groups to avoid duplication of activities with other agencies and to ensure the trainings and content is made more widely available
  • Coordinate with local coalitions to see how the capacity building content can be useful to their networks.
  • Internal coordination (meetings, regular communication) within ACTED and amongst consortium partners
  • Liaising with other departments to ensure Adherence to ACTED finance, logistics, and audit procedures for all project procurements and activities

 

Accountability to Communities and Beneficiaries

The Civic Society Coordinator is responsible for ensuring that all relations with the communities we work are conducted in a respectful and consultative manner.  Due attention must be paid to ensuring that communities are adequately consulted and informed about ACTED programme objectives, activities, beneficiary selection criteria, and methodologies.  This is the responsibility of every ACTED staff member.

  • Fluent in Arabic, with excellent written and verbal English skills and the ability to work in an international context
  • Excellent interpersonal skills and external relations;
  • Excellent organizational skills and attention to detail
  • Strong written expression and basic computer skills
  • Independent, adaptable, flexible and hard working
  • Strong motivation for supporting civic engagement and understanding of international assistance
  • Strong understanding of the Beirut Explosion response and aid coordination system
  1. Qualifications and Experience
  • Bachelor Degree with experience in training/education and external relations;
  • Proven experience in working with or as part of local civil society initiatives;
  • Prior experience using basic computer software required, notably in word and excel;
  • Prior experience in civil society capacity building and networking;
  • Previous experience working with a variety of stakeholders in humanitarian or development aid, in particular with local civil society.
  • Experience with engaging in the aid coordination system preferred;
  • Experience working within the Beirut Explosion response preferred.
