Reusable pad kit distribution

Oxfam Lebanon Programme

Background:

Oxfam is an organisation that works to address the causes of poverty through campaigning and responding to the needs of the poor. In Lebanon, Oxfam works in both development and humanitarian contexts, focusing particularly on Water, Sanitation and Hygiene (WaSH), Protection and Emergency Food Security and Livelihoods. In responding to the Syrian Refugee Crisis, Oxfam addresses the emergency water needs through WaSH service provision to populations residing in informal settlements; and to those of the Lebanese host communities and local authorities through efforts to improve water infrastructure and management systems.

Oxfam has been responding to the Syrian Crisis since 2013, operating via integrated projects in the informal tented settlement across 10 municipalities Saaide, Bouday, Deir Al Ahmar, Btedaai,Chlifa, Houshbarada,Hous Tsalsafyi,Jebaa,HourTaala and Talia in the Bekaa. Oxfam’s response includes water trucking services, water tank distributions, and water quality monitoring; provision of family latrines with gender-sensitive considerations and for persons with special needs, construction of grey water system, and latrine desludging services; and provision of public health awareness activities and distribution of NFI.

Project Objective: 

Oxfam is seeking a supplier to provide 200 reusable pad kits that will be distributed at the MHM awareness campaigns the kit will include pack of reusable pads (10 pads) 2 soaps and pack of panties of (6 # sizes).

Specification of the reusable pads:

Sizes:

• Maxi (large): Maxi with length 220mm to 260mm and width 60mm–100mm excluding wings.
• Super maxi (extra-large): Supermaxi with length 260mm to 300mm and width 60mm–100 mm excluding wings.

Absorbance:

• Maxi: Shall be able to handle moderate to heavy flow

Absorbency shall be 20 ml minimum for a coloured water or oxalated sheep or goat blood or test fluid when poured on to the centre of the napkin (at the rate of 15 ml per minute) and it shall not show up at the bottom or sides of the sanitary napkin under pressure

• Supermaxi: Shall be able to handle moderate to heavy flow

Absorbency shall be 30 ml minimum for a coloured water or oxalated sheep or goat blood or test fluid when poured on to the centre of the napkin (at the rate of 15 ml per minute) and it shall not show up at the bottom or sides of the sanitary napkin under pressure.

Other specs:

Products shall be capable of being soaked and washed thoroughly in water up to 60 deg C using soap/laundry detergent. After washing with soap, they shall be able to be dried well for reuse.

Wear Time: Shall be able to wear for 4-6 hours.

Durability: The product shall be able to withstand 60 washes minimum during hand/machine wash. The seam line shall be free of loose threads and neat. It shall have dimensional stability with good tensile strength and seam strength.

Content of Works:

• Oxfam will check the expiry date of the kit items and has the right to request replacing the items with short expiry date (less than 6 months).
• Supplier should have the capacity to prepare the kits within a period of 5 days from the date signing the PO.
• The supplier will abide the provision based on the requested specification.
• The supplier should provide a sample and the selection will based on the evaluation of the quality of the items.
• The sample provided should include all items listed on the above kit content

Coordination and Supervision

The procurement will be supervised by Oxfam’s log team.
