‘Water Trucking Service in North Bekaa’

Oxfam Lebanon Programme

Background

 Oxfam is a global movement of people, working together to end the injustice of poverty through campaigning and responding to the needs of the poor. Oxfam has been working in Lebanon since 1993. We provide humanitarian assistance to vulnerable people affected by conflict, and we promote economic justice and good governance, and women’s rights. Oxfam also works with local partners to contribute to the protection and empowerment of marginalized women and men.

Under WASH program, Oxfam has been responding to the Syrian Crisis since 2013, operating via integrated projects in approximately 290 ISs across 14 municipalities in the Bekaa. Oxfam’s response includes water trucking services, water tank distributions, and water quality monitoring; provision of communal family latrines with gender-sensitive considerations and for persons with special needs, installation of soakaway pits, and latrine desludging services; and provision of public health session.

The water trucking services is done through delivery of chlorinated drinking water to households in multiple locations in North Bekaa.

 

Water Trucking technical specifications and requirements.

 

Overview of Requested Water Trucking Provisions

 

  1. The water trucking services is done through delivery of drinkable and chlorinated water to beneficiaries’ water tanks according to a list of the names of all beneficiaries in targeted settlements.
  2. The Supplier should have the capacity to deliver water to the beneficiaries and areas, year-round, and to find alternative sources of safe drinking water in case any defects happened in the source or the quality of water. Alternative sources of water will need to comply with all above specifications.
  3. The supplier should have minimum two water trucks and in case this is not possible, the supplier must explain how he will replace the tanker if it breaks down.
  4. Water trucking services are needed in multiple sites across 2 cadastres in North Bekaa.

 

Permits Needed

 

The supplier should provide OXFAM with proof of access (Municipality permit).

 

Water Delivery Commitments of the Supplier

 

  1. The Supplier should have the capacity to deliver water to the beneficiaries and areas, year-round.
  2. The supplier should be working minimum 6 days per week. He should state the working days per week and hours per day.
  3. Any dates/public holidays that the water trucker will not operate should be indicated.
  4. The maximum time to respond for delivery of water after a request is received from a household is 24 hours (not counting time on an agreed day off).  For example, if a request is received by the water trucker at 10.00am on Thursday, and the water trucker has an agreed day off on Friday, then the delivery should be made by 10.00am on Saturday.
  5. Oxfam commits to work with suppliers to link them with communities to facilitate the multiple delivery on same day to make deliveries more efficient.
  6. However, there are locations with only a few households (1 to 3 water tanks).  The supplier must also undertake to provide water to these locations within 24 hours.

 

Water Quality

 

  1. The Supplier will need to acquire water from a water source that is free of contamination and is deemed safe for human consumption.
  2. The Supplier should ensure that the water delivery truck and associated equipment and accessories are clean, well maintained and in a condition suitable for delivery drinkable water.
  3. The Supplier will treat all water delivered with chlorine (HTH hypochlorite 70%) to ensure that the water supplied is free of faecal coliforms.
  4. All water delivered must comply with a Free Residual Chlorine content of 0.2 – 0.5 mg/litre.
  5. The Supplier is responsible to ensure sufficient chlorination to every water truck delivered to ITS households. Oxfam will endeavour to provide chlorine to suppliers and in the case that Oxfam was not able to provide the chlorine in the form of calcium hypochlorite HTH 70% powder, then the Supplier is expected to do so.
  6. Oxfam reserves the right to do water quality testing at the source used for water trucking and any water being delivered to the target populations.

 

Chlorine Testing

  1. Oxfam will provide chlorine testers to water suppliers for each water tanker used to truck water for the agreed communities, to test chlorine levels in the water. These chlorine testers must always be kept on the water trucker during delivery. 
  2. Water truckers should allow any community member to test chlorine levels in the water using the chlorine tester kept with the water trucker.
  3. Oxfam will provide training for the water truckers and for the focal points of the informal settlements on chlorination and how to test chlorine.

 

Quantity of Water to be Delivered per Household

 

  1. The quantity of water delivered to each household is based on the number of family members. (20L/Person/Day)
  2. The estimated amounts of water for each cadastre are shown below (The quantity mentioned below is the maximum estimated quantity for the whole period, Oxfam reserves the right to increase or decrease the quantity based on the need):

  1. If any changes in the number of individuals residing in the settlements happened, Oxfam has the right to contract more than one supplier/service provider if it deems necessary.
  2. Seasonal variations whereby the quantity of water required for trucking may increase or decrease these quantities.

 

Water Delivery Monitoring

  1. Oxfam reserves the right to implement additional monitoring mechanisms such as GPS, in coordination with the Supplier.

 

How Water Requests and Deliveries are Made

  1. Households who have entitlement to water are given e-cards which enables them to use them to receive water.
  2. Each ecard has the maximum quantity of the household.
  3. The Supplier will deliver drinkable chlorinated water to the specified level of chlorine levels, free of contamination, in exchange for water vouchers, which will be collected by the supplier from the household, after filling each water tank.
  4. The Supplier is then paid based on reconciliated transactions done after scanning each ecard.
  5. The water trucker must consider all precautions and measures required by Oxfam if Covid19 or any other disease is rampant.

 

Penalties

  1. Oxfam retains the right to deduct payment from the Supplier’s invoice, equivalent to the degree of water quality non-compliance. As such, if Oxfam has sufficient evidence a significant (majority) number of household’s water tanks in any given ITS tested within 3 days of water delivery do not comply with the free FRC of 0.2-0.5 mg/ litre of water, then Oxfam will deduct an amount equivalent to the amount filled (vouchers collected) for the entire ITS.
  2. Oxfam will deduct payment equal to any number of vouchers deducted through the E-card, with clear evidence that the delivery was not made.
  3. Oxfam will deduct payment equal to volume of water has filled without Oxfam approval if Oxfam has a documented notice for prior consent cases.
  4. If the Supplier is regularly unable to meet the requirements demanded of Oxfam, Oxfam reserves the right to identify alternative supplier.

 

Selection criteria for administrative compliance

Each Bidding parties can also include any other document he/she wishes, to assist us in judging their suitability according to the below criteria:

Technical Compliance

  • Water source location (technical)
  • Proof of sufficient water quantity to supply the needs that is being applied for, for example, a borehole pump test or evidence of delivery records during a year which would indicate that the source can meet the needs for which you are applying.  
  • Proof that the water source is free of contamination (microbiological and chemical) and is drinkable according to national standards.  Water quality tests must be dated in the last 3 months.
  • Truck/vehicle specifications, and water tank reservoir dimensions and capacity for each truck that would be used, and confirmation that the reservoirs are clean to carry drinking water.  Where only one truck is specified, information should be given as to how this truck will be replaced in the event of breakdown.
  • Maximum capacity deliver water per day (m3 or litres).
  • A list of other technical equipment owned by the supplier related to the requirements of this framework agreement e.g. pumps etc.

Administrative Compliance

  • Availability to start delivery of water on 1 November 2024.
  • Evidence of ownership or permission from water source owner.
  • Registration documents of the truck that makes it legal to operate on the roads
  • Names and contacts of at least two references, who should be longstanding customers of at least 6 months (company name, contact name, location and telephone number). Oxfam reserves the right to contact these references, without notifying the Supplier.
  • Copies of institution/company registration certificate and VAT registration certificate where available.
  • Copy of insurance policy, where available
  •  A copy of the audited financial statements for last two years (balance sheet and income statement) where available.
  • Data on business activity volume (number of customers served per day and per month) and total volume (m3 or litres), including type of customers (eg residential, private sector, NGOs, UN) - including the names of any Non-Governmental Organisations (NGOs) and U.N. agencies supplied currently or previously. 
  • Name and title of each staff.

 

How to apply

In submitting a tender, the tenderer accepts in full and without restriction the special and general conditions governing this contract as the sole basis of this tendering procedure, whatever their own conditions of sale may be.

 

Tenderers are expected to examine carefully and comply with all instructions, forms, provisions and specifications contained in this tender dossier.

 

Failure to submit a tender containing all the required information and documentation within the deadline specified will lead to the rejection of the tender.

 

The participation procedure will be carried out in two successive stages; both are to be submitted together

  1. Suppliers application analysis
  2. Tender proposal analysis from qualifying applicants.

 

 

 

Responses should be sent in an outer sealed single envelope which will contain two further envelopes corresponding to the two different sections of the tender:

  • Inside Envelope 1: “Supplier Applications” – 1 copies
  • Inside Envelope 2: “Supplier Tender Proposals” – 1 copies

 

In addition Suppliers can provide:

  • 1 soft copy of all the requested documentation (on USB flash drive or DVD).

Do not open before 04/10/2024. 

 

Tenderers do not have the option of submitting their tender electronically, unless clearly stated by the Oxfam procurement team.

Any Bidder’s logo or relevant mark on the outer envelope that reflects the niche of the company will be considered as disqualified.

 

Language: All documents shall be submitted in English or Arabic

It is the responsibility of the Tenderer to ensure that their offer is complete and meets Oxfam´s requirements. Failure to satisfy all aspects of the tender dossier may lead to the offer being rejected without further reason being given.
