Terms of Reference (TOR) for Procurement of Tablets

Project Title: Tender 2024/10-02 – Procurement of Tablets
Organizations: Arab Resource Center for Popular Arts (ARCPA)
Donor: UNICEF Lebanon
Purpose: To support educational centers with tablets for online learning

1. Objective of the Procurement

Arab Resource Center for Popular Arts, funded by UNICEF Lebanon, are seeking a qualified supplier for the procurement of tablets to enhance online education in various centers supporting Palestinian youth. This procurement aims to acquire 100 tablets with chargers for distribution across educational centers.

2. Specifications for the Tablets

Tablet Specifications

• Screen Size: 8.7 inches, HD display
• Processor: Octa-core or equivalent
• RAM: 4GB
• Storage: 64GB (expandable via microSD up to 1TB)
• Connectivity: Wi-Fi only (No SIM card support)
• Operating System: Android (Version 13 or above)
• Battery: Minimum 5,100 mAh
• Camera: 8MP rear camera, 2MP front camera
• Ports: USB Type-C, 3.5mm headphone jack
• Weight: Approximately 370g
• Other Features: Built-in speakers, GPS, Bluetooth 5.0

Tablet Chargers (if not included with Tablet Package and are sold separately):

• Original Charger for the offered Tablets

Quantity:

• 100 Tablets & 100 Tablet Chargers

3. Contract Deliverables

The supplier will be responsible for the following:

1. Supply and delivery of 100 Tablets & 100 Tablet Chargers as per the specifications provided.
2. Tablets & Their Chargers must be delivered with original sealed packaging and all standard accessories.
3. Minimum 1-year warranty on all items.
4. Adherence to procurement and ethical standards as per UNICEF and Arab Resource Center for Popular Arts.
5. Delivery of the tablets within the specified timeframe to the designated locations.

4. Delivery Locations and Deadline

• Locations: Arab Resource Center for Popular Arts Office: Beirut, Cola Area, Boustani Street, Hadba & Bekdache Building, 4^th Floor, Al-Jana Center.
• Delivery Deadline: 15-20 Days after selection of supplier.

5. Payment Terms

• Payment will be made in Fresh USD on a TTC (all taxes included)
• Payment schedule:
  • 100% upon successful delivery and inspection of the goods
• Financial proposals must be signed, stamped, and submitted in USD.

6. Submission Requirements

Interested suppliers must submit the following documents:

1. Technical Proposal:
   • Company profile and relevant experience
   • References from at least 2 INGOs, with updated contact information
   • Data sheet for tablet indicating Brand & Model Number
2. Financial Proposal:
   • Signed and stamped financial offer
   • Submitted as a PDF, with all costs in USD (TTC) while indicating VAT amount in both LBP and USD
3. Legal Documentation:
   • Registration certificates and legal permits

7. Evaluation Criteria

Proposals will be evaluated based on:

• Compliance with required tablet specifications
• Competitive pricing
• Company registration and permits
• Ability to meet the delivery timeline
• Quality and relevance of references
• Experience working with INGOs.

8. How to Apply

Suppliers are requested to submit their proposals, including all required documents, by 28^th October 2024:

By hand in sealed envelopes to Admin Department on the following address:

Arab Resource Center for Popular Arts Office: Beirut, Cola Area, Boustani Street, Hadba & Bekdache Building, 4^th Floor, Al-Jana Center.

Envelopes should be titled with “ARCPA - Tender 2024/10-02 – Procurement of Tablets”
