In-depth evaluation of the program
IECD and Trait d’Union are looking for a research or consulting firm, or a non-profit organization, or an individual subsequently designated as "the Provider" to conduct an in-depth evaluation of the program.
Its missions will be structured around the following axes:
1. Scoping note and action plan for carrying out the mission.
At this stage, the Service Provider will have to prepare a draft scoping note for the study and a detailed action plan for the next steps and validation stages.
IECD and TU also wish to validate the lists of persons/organizations to be met before each interview stage.

2. SWOT analysis
At this stage, the Provider will provide a strategic analysis of the TU project. This analysis will combine the study of the project's strengths and weaknesses with the study of its strengths and threats in its environment, in order to help define a development strategy.
The Provider may also carry out a collection work within the Ministry of Education (DOPS) or with any other actor deemed relevant.

3. Measuring the impact of the TU project - 3 years
The aim of this stage is to identify and measure the impact of the entire TU training pathway. This step will take place in schools that have completed the whole TU 3-year program.
The aim is to interview the actors who can contribute to a qualitative and quantitative assessment of the action of Trait d'Union.

4. Measuring the impact of the Trait d’Union project - 1.5 years
The aim of this stage is to identify and measure the impact of the TU training pathway during its implementation.
The aim is to interview those who can contribute to a qualitative and quantitative assessment of the action of Trait d'Union.
The definition of the evaluation criteria must monitor the impact of the TU project over time:
- At the school level (classrooms, dedicated areas, etc.),
- At the level of trained teachers (integration of practices acquired during the training in the daily practice of teachers, generalization on other children ...)
- At the level of school principals (strengthening the application of the school's methodology among teachers, integration of inclusive practices in the school project ...)
- At the level of coordinators (strengthening of inclusive practices when working with teachers, malleability in programs and assessments of children in difficulty ...)
- At the level of the pupils taken in charge (degree of evolution...)
- At the level of the families of the students,
- At the level of the sensitized public.

5. Increase in the skills of the TU and IECD teams
The Provider will share with TU and IECD all the tools used during the previous phases. Workshops and transmission sessions will be organized with the aim of having TU and IECD take ownership of the evaluation procedures.
Deliverable: monitoring and evaluation toolbox and training of TU and IECD teams in their use.
III. Provisional calendar
In close cooperation with the IECD and TU teams, the Provider will work according to the following schedule:

Conditions for carrying out the consultancy
The mission requires regular coordination meetings with the TU and IECD teams as well as frequent travel for meetings with project partners. The modalities of collaboration within the framework of this consultancy will be defined jointly by the Provider and the TU and IECD teams.
The amount of work estimated for the realization of this service should not exceed 45 man-days. In particular, it should cover
- Interviews with the different stakeholders of the project.
- Meetings with other relevant actors in the inclusive education sector.
- Writing time for each deliverable determined by the Provider.
- Time to train the teams in the use of the tools.
Required Provider profile
The Provider shall be a consulting or research firm, or a non-profit organization, or an individual who can demonstrate the following:
- Demonstrable experience of at least 10 years in studies in the Education sector. The Provider should include a complete portfolio of similar studies.
- Demonstrable experience in high quality analysis and pragmatic recommendations, particularly to civil society organizations, associations, government, ...
- Oral and written proficiency in (i) Arabic and (ii) French or English.
- Ability to grasp rapidly the educational challenges in Lebanon.
- Impeccable writing skills in French or English.
- Diplomacy and listening skills.
How to apply
The selection of tenders will be based on the quality of the technical proposal and the financial offer, which must be sent in two separate envelopes and will be subject to separate scoring.
The financial offer must include detailed prices for the resources to be mobilized and a quantification of the number of man-days required for the service, indicate the average daily rate and establish an overall price on that basis.
The technical proposal shall include
- a note of understanding of the terms of reference;
- a presentation of the Provider's methodology;
- Possibly a presentation of the team made available for the service;
- The full references of the Provider (including those relating to similar projects);
- A complete and detailed list of all similar studies carried out (dates, organizations, etc.);
- A copy of a similar study carried out in the framework of a previous mission;
