Training and operation manager for Conversational English Professional Local Expert (Independent/Body) Component Result: R 5_K_2 Managing Conversational English Sessions

For this purpose, the Municipality of Tripoli is seeking an expert to perform the following tasks in coordination with the project team:

  • Coordinate with the teacher in elaborating the working schedule of the topic and follow up any needed modification.  
  • Elaborate work sheets including the schedule of the conversational English session, list of the trainees including their names, phone numbers and addresses.
  • Assist in the registration all participants interested in enrolling in the trainings
  • Check that all required documents for registration provided by participants are correct and ensure that all required documents for registration are provided by each trainee when applicable.
  • Coordinate with the teacher to provide all the documents needed to be printed before the starting of the program and provide it to the project team.
  • Follow up with the teacher and the trainees in case of any absences.
  • Take the attendance sheets from the teacher and provide it to the project team. Each training session attendance sheet should be signed by the trainees, the teacher and the manager.
  • Print any additional documents when applicable.
  • Prepare a list of received documents by the trainees signed by the trainees, the teacher and the manager.
  • Manage the implementation of the conversational English sessions.
  • Elaborate an evaluation report after finishing the program that includes all the required documents such as final table summarizing the names of the trainees participated, the attendance sheets of the participants and photos to give an overview about the program’s implementation.
  • Assist in the organization of the closing ceremony and participate in it.

How to apply

Interested experts/teachers are invited to submit their proposals in two components, a technical part and a financial part. Each of the two components should be placed inside a separate sealed envelope showing on the outside the title of the component (Technical of Financial). The two envelopes containing the technical and financial parts should be placed inside one main envelope. The main envelope should be submitted sealed and should show on the outside just the project name as follows: 

Project: Improvement of Development Process and Local Governance in the Municipality of Tripoli

Any other sentence, mark, sign or logo shown on the outside of the main envelope that may refer to the identity of the expert presenting the proposal will lead to discarding the proposal.

The technical proposal should contain:

-Name and Coordinates of the expert/teacher presenting the proposal.

- Copy of the registration of the expert/teacher at the Lebanese Ministry of Finance

- The Expert/teacher CV that highlights the expertise needed in the TORs;

- An elaborated methodology of work (maximum 2 pages) where the expert/teacher explains the approach s/he will undertake to implement the proposed tasks.

- A Gantt chart of the proposed schedule of activities

- In case the applicant is a CSO, a complete file showing that the CSO is working in the targeted area, together with a detailed proposal, report of its activities in the same field of activity proposed in the action and a financial report for the past three years should be attached also to the proposal. 

The financial proposal should contain:

- A financial offer including the expert/teacher expected dues for the whole intervention in Euros.

All proposals should reach the Municipality of Tripoli, Tall Square, Tripoli-Lebanon not later than

12:00 noon of day 2/ 9/2019
