Call for Proposals for Participatory Projects (subject to external funding)

Democracy Reporting International (DRI) invites proposals from Lebanon-based, women- and youth-led civil society organisations (CSOs) to design and implement innovative, participatory projects that contribute to enhancing democratic engagement and gender equality. Selected projects will strengthen the involvement of women and young people in public life, foster inclusive governance, and drive local development while collaborating with public authorities at different levels.

This CfP represents an opportunity to make a tangible difference by empowering women and youth to become drivers of change in their communities. DRI looks forward to partnering with innovative and dedicated organisations across Lebanon.

About DRI

Democracy Reporting International (DRI) is a global non-profit organisation dedicated to promoting political participation and democratic governance worldwide. Headquartered in Berlin, Germany, DRI operates across Western Asia and North Africa, Sub-Saharan Africa, and Europe. It maintains country offices in Tunisia, Lebanon, Libya (operating remotely from Tunisia), the Democratic Republic of Congo, and Ukraine, collaborating with various international and local partners across several countries.

Since 2016 DRI has been raising awareness and advocating for evidence-based policies and public debates that foster democratic and accountable governance, the rule of law, and political participation in Lebanon, in cooperation with civil society organisations and public officials. Particularly, DRI is working to expand the democratic space for a civil society-led debate on systemic change in Lebanon, encouraging citizens to actively participate in the governing of their own country in an inclusive and participatory manner. 

About the Project

The project “Rising Leaders: Elevating the Role of Women and Young People in Lebanon’s Public Arenas” contributes to increasing women’s and young people’s leadership and participation in political and public spheres through supporting CSOs as platforms to support women and young people’s active involvement in decision-making.

This project is funded by the “Women Empowerment Hub in Lebanon (WE HUB)”, implemented by Expertise France and financed under the EU's Neighbourhood, Development, and International Cooperation Instrument (NDICI-Global Europe).

Purpose and Scope

This Call for Proposals (CfP) aims to:

• Support women- and youth-led CSOs in implementing high-impact and gender-sensitive projects.
• Advance developmental objectives at the local level and/or policy advocacy at the local or national level.
• Promote participation, inclusivity, and engagement with key stakeholders including marginalised groups, local authorities, and civic actors.

Eligible Themes

Proposals must align with one or more of the following thematic areas:

• Economic empowerment and job creation for women and young people.
• Political participation and social inclusion.
• Anti-corruption and good governance.
• Local development and service provision.
• Community empowerment and public safety.

Applicants are encouraged to design projects that align with the core objectives of fostering participatory, inclusive, and sustainable development while addressing tangible local needs.

Ineligible Actions

The following types of actions are not eligible for funding under this Call for Proposals:

1. Humanitarian and Relief Efforts: Projects that involve direct cash assistance, scholarships, or other relief-focused initiatives.
2. Political Agendas: Initiatives promoting political parties, candidates, or specific political agendas.
3. Standalone Capacity Sharing: Proposals focusing exclusively on training, workshops, or capacity-sharing activities without integration into a broader, impactful project.
4. One-Off Events: Projects limited to single events such as conferences or workshops, without follow-up activities or a strategy for long-term, sustainable outcomes.
5. Profit-Oriented Ventures: Initiatives aimed at generating profits for individuals, organisations, or businesses.
6. Religious-Based Interventions: Actions designed to promote religious ideologies or oriented toward religious goals.

Eligibility Criteria

Applicants must:

1. Be a legally registered not-for-profit entity in Lebanon with an active bank account for the applying entity (no individual bank accounts).
2. Have a leadership and operational structure with a majority of women and/or young people (younger than 35 years).
3. Demonstrate experience in implementing similar participatory projects.

Additional Conditions and Requirements:

Selected organisations must:

• Engage in a partnership or collaboration with a municipality or Union of Municipalities as part of the proposed project.
• Apply alongside at least one co-applicant. Co-applicants may include informal or grassroots groups (e.g., scouts organisations). Ineligible co-applicants include individuals, international organisations, political parties, and government entities.
• Commit, with the co-applicant, to participating in DRI’s capacity-sharing programme covering topics such as proposal writing, MEL, and financial management.
• Attend periodic networking events to foster collaboration and knowledge exchange.
• Submit periodic narrative and financial reports, adhering to DRI’s guidelines.

Funding Details

Each selected project will receive up to 8,000 EUR, with funds allocated for activities directly contributing to the project’s objectives.

The implementation period should not exceed 8 (eight) months.

Proposal Guidelines

Lead applicants must submit:

1. A detailed project concept note in either Arabic or English highlighting relevance, methodology, and expected outcomes (see Annex I).
2. A proposed budget linked to planned activities (see Annex I).
3. Evidence of past performance in similar projects (see Annex I).
4. Proof of registration and organisational documentation, including staff organogram and proof of bank account (see Annex II).
5. Declaration of Non-Bankruptcy and Non-Insolvency (see Annex III).

Incomplete applications will not be considered.

Evaluation Criteria

Proposals will be evaluated on:

• Organisational Capability (20 points): Operational capacity, prior experience, and qualifications of the project team.
• Relevance and Impact (60 points): Alignment with local/national needs, feasibility, participatory design, gender sensitivity, and sustainability.
• Financial Plan (20 points): Reasonable and relevant allocation of funds.

تدعو المنظمة الدولية للتقرير عن الديمقراطية (DRI) هيئات المجتمع المدني بقيادة النساء والشباب في لبنان إلى تقديم مقترحات مشاريع مبتكرة وتشاركية تساهم في تعزيز المشاركة الديمقراطية والمساواة بين الجنسين. ستعمل المشاريع المختارة لتعزيز مشاركة النساء والشباب في الحياة العامة، وتعزيز الحوكمة الشاملة، ودفع عجلة التنمية المحلية بالتعاون مع السلطات العامة على مختلف المستويات.

عن المشروع

يساهم مشروع "القادة والقائدات الصاعدون/ات: تعزيز دور النساء والشباب في الساحات العامة في لبنان" في زيادة القيادة والمشاركة الفعالة للنساء والشباب في المجالات السياسية والعامة من خلال دعم هيئات المجتمع المدني كمنصات لتعزيز مشاركة النساء والشباب النشطة في عملية صنع القرار.

هذا المشروع ممول من قبل "منصة تمكين المرأة في لبنان (WE HUB)"، التي تنفذها منظمة Expertise France بتمويل من أداة الجوار والتنمية والتعاون الدولي التابعة للاتحاد الأوروبي (NDICI-Global Europe).

الأهداف والنطاق

تهدف هذه الدعوة إلى تقديم المقترحات إلى:

• دعم هيئات المجتمع المدني التي يقودها النساء والشباب إلى تنفيذ مشاريع ذات تأثير عالٍ وحساسة للجندر.
• تعزيز الأهداف التنموية على المستوى المحلي أو المناصرة السياسية على المستويين المحلي أو الوطني.
• تعزيز المشاركة والشمولية والتفاعل مع أصحاب المصلحة الرئيسيين بما في ذلك الفئات المهمشة والسلطات المحلية.

المحاور المؤهلة

يجب أن تتماشى المقترحات مع واحد أو أكثر من المحاور التالية:

• التمكين الاقتصادي وخلق فرص العمل للنساء والشباب.
• المشاركة السياسية والإدماج الاجتماعي.
• مكافحة الفساد وتعزيز الحوكمة الجيدة.
• التنمية المحلية وتقديم الخدمات.
• تمكين المجتمع والسلامة العامة.

تـ/يُشجَّع المتقدمون/ات على تصميم مشاريع تتماشى مع الأهداف الأساسية لتعزيز التنمية التشاركية والشاملة والمستدامة، مع معالجة الاحتياجات المحلية الملموسة.

الأنشطة غير المؤهلة

الأنشطة التالية غير مؤهلة للحصول على التمويل ضمن هذه الدعوة إلى تقديم المقترحات:

• الجهود الإنسانية والإغاثية: المشاريع التي تشمل المساعدات النقدية المباشرة، أو المنح الدراسية، أو مبادرات الإغاثة الأخرى.
• الأجندات السياسية: المبادرات التي تروج للأحزاب السياسية، أو المرشحين/ات، أو الأجندات السياسية المحددة.
• التدريب الفردي: المقترحات التي تركز فقط على التدريب، أو الورش، أو مشاركة القدرات دون دمجها في مشروع أوسع وأكثر تأثيرًا.
• الأحداث الفردية: المشاريع التي تقتصر على أحداث فردية مثل المؤتمرات أو الورش، دون أنشطة متابعة أو استراتيجية لتحقيق نتائج مستدامة على المدى الطويل.
• المشاريع الربحية: المبادرات التي تهدف إلى تحقيق أرباح للأفراد، أو المنظمات، أو الشركات.
• التدخلات ذات الطابع الديني: الأنشطة المصممة للترويج لأيديولوجيات دينية أو الموجهة نحو أهداف دينية.

معايير الأهلية

يجب على الجمعيات المتقدمة:

• أن يكونوا كيانًا غير ربحي مسجل قانونيًا في لبنان مع حساب مصرفي فعال باسم الكيان المتقدم (لا يتم قبول الحسابات الفردية).
• أن يكون لديهم/نّ هيكل قيادي وعمليات يتكون غالبية أعضائه من النساء و/أو الشباب (أقل من 35 عامًا).
• أن يثبتوا خبرتهم في تنفيذ مشاريع تشاركية مشابهة.

شروط ومتطلبات إضافية

يجب على الجمعيات المختارة:

• إقامة شراكة أو تعاون مع بلدية أو اتحاد بلديات كجزء من المشروع المقترح.
• التقديم مع متقدم مشارك واحد على الأقل. يمكن أن تشمل المتقدمين المشاركين مجموعات غير رسمية أو قاعدية (مثل الكشافة).
• الالتزام بالمشاركة في برنامج بناء القدرات الخاص بـDRI.

تفاصيل التمويل

سيتم تخصيص ما يصل إلى 8,000 يورو لكل مشروع مختار. ويجب ألا تتجاوز فترة التنفيذ 8 أشهر.
