Planning Consultant – Construction and Renewable Energy Infrastructure

 

PROJECT IN BRIEF:

 

International Alert Lebanon is implementing the “Building CSOs’ capacity to deliver social stability projects in West Beqaa, Zahle, and Upper Chouf” project in partnership with Deutsche Gesellschaft für International Zusammenarbeit (GIZ) within the framework of “Strengthening Agriculture, Local Communities and Small and Medium Enterprises (ACE)” programme with the financial support of the German Federal Ministry for economic cooperation and development (BMZ). This project is focused on empowering local civil society organizations (CSOs) to deliver impactful social stability projects, contributing to peacebuilding and social stability in Lebanon.

 

The objective of this Terms of Reference (ToR) is to outline the role, responsibilities, and expectations for the Construction and Renewable Energy Specialist.

The Construction and Renewable Energy Specialist will play a critical role in the planning and implementation phases of the infrastructure development project. Their responsibilities will include conducting thorough assessments of construction, renovation, or/and renewable energy needs for 9 partner CSOs, ensuring alignment with project goals and compliance with safety, quality, and sustainability standards. They will prepare all necessary documentation, including detailed Terms of Reference (ToR) and technical specifications, to facilitate the engagement of qualified construction and renewable energy companies through transparent procurement processes.

In addition to planning, the Construction and Renewable Energy Specialist will oversee the implementation phase by closely coordinating with the selected construction and green energy companies. This includes monitoring the progress of construction activities and renewable energy installations, ensuring adherence to the agreed designs, timelines, and safety protocols, and conducting regular quality assurance checks. The specialist will provide detailed progress reports and address any technical issues to ensure the successful completion of high-quality infrastructure upgrades and energy-efficient systems that meet the project’s objectives.

Scope of Work:

The specialist will be responsible for conducting assessments, preparing documentation, and overseeing both the construction and renewable energy activities. Specific duties will include:

  1. Needs Assessment:
    • Assess the infrastructure and renewable energy needs of partner CSOs to ensure alignment with project goals.
    • Conduct site evaluations and gather necessary data to inform project requirements for both construction and energy systems.
    • Set a clear Risk assessment and mitigation strategies.
  2. Documentation Preparation:
    • Prepare comprehensive documentation including Terms of Reference (ToRs), technical specifications, and procurement documents for both construction and renewable energy companies.
    • Ensure that all documentation aligns with the project’s goals, safety regulations, and sustainability standards.
  3. Procurement Process:
    • Facilitate a transparent procurement process to select qualified construction and renewable energy companies.
    • Ensure that all potential contractors meet the required technical and financial criteria and that their selection complies with project guidelines.
  4. Implementation Oversight:
    • Oversee and monitor the construction activities and the installation of renewable energy systems by the selected contractors.
    • Ensure that construction and green energy companies adhere to the approved designs, timelines, and safety protocols.
    • Conduct regular site inspections and quality assurance checks to ensure compliance with project specifications.
  5. Progress Monitoring and Reporting:
    • Provide regular progress updates to project stakeholders, highlighting achievements, challenges, and any corrective actions taken.
    • Address any technical issues promptly to ensure that infrastructure upgrades and energy systems are completed on time and to the highest standards.
  6. Stakeholder Coordination:
    • Liaise with key stakeholders including CSOs, project management, and local authorities to ensure that all project requirements and regulations are met.
    • Provide guidance and technical support to all involved parties throughout the project lifecycle.

Key Deliverables:

  1. A comprehensive assessment report of the construction and renewable energy needs of partner CSOs.
  2. Documentation and procurement packages for the engagement of qualified construction and renewable energy companies.
  3. Monthly progress reports detailing the status of construction activities and renewable energy installations, including any issues and solutions.
  4. Quality assurance checklists and evidence of inspections for both construction and energy systems.
  5. Final report summarizing the completion of construction and renewable energy installation, including any recommendations for future improvements

Qualifications:

  • Bachelor’s degree in civil engineering, Construction Management, Renewable Energy, or a related field.
  • At least 5 years of experience in construction planning, green energy solutions, needs assessment, and project management.
  • Proven experience in developing Terms of Reference (ToR) and technical specifications for construction and renewable energy projects.
  • Familiarity with local construction regulations, permitting processes, safety standards, and sustainable building practices.
  • Demonstrated knowledge of integrating energy-efficient and environmentally friendly solutions into construction projects.
  • Strong communication skills and the ability to coordinate with diverse stakeholders.
  • Experience working with NGOs or development projects is an asset.
     

     

 

Reporting Line:

The Construction and Renewable Energy Specialist will report to the Project Manager and the admin officer and will collaborate closely with the project team, stakeholders, and the selected contractors.

Duration and Location

  • Contract Duration: 3 months
  • Location: Lebanon (Upper Chouf, West &Central Bekaa)
