1. Entity Background
About Transparency International - Lebanon (TI-LB):
Transparency International Lebanon (TI-LB) is Lebanon’s leading advocate for transparency, accountability, and good governance. Since 1999, TI-LB has been on the front lines of the fight against corruption, working to strengthen institutional integrity across Lebanon’s public and private sectors. As the national chapter of Transparency International, we believe in more than just envisioning a corruption-free society—we are actively making it happen by driving change, empowering citizens, and holding institutions accountable.
With a people-centered approach, TI-LB tackles corruption from multiple angles, guided by a robust Impact Matrix that emphasizes three core areas: Policy & Institutional Change, Behavior Change, and Awareness & Outreach. We operate as a guiding thread and conveying channel between international organizations, civil society, and citizens, creating a chain of dialogue and collaboration that promotes a participative approach to anti-corruption efforts. This continuous exchange of information fosters transparency, ensures well-informed communities, and bridges gaps between global standards and local needs.

2. Project Background
“Transparency Now: Strengthening Anti-Corruption Efforts in the EU Southern Neighbourhood” project brief
The project aims to strengthen anti-corruption and asset recovery frameworks in the EU Southern Neighborhood region by addressing gaps, fostering collaboration with civil society and investigative journalists, and adapting to evolving needs and challenges identified during implementation.
The Project’s key objectives are:
(1) The prevention, reporting, and repression of acts of corruption.
(2) The seizure and confiscation of assets linked to such corruption.
The project is implemented across the countries of the EU Southern Neighborhood, encompassing Algeria, Egypt, Jordan, Lebanon, Libya, Morocco, Palestine, and Tunisia.
3. Scope of Work
TI-LB is seeking a Service Provider to design, develop, and produce one Self-Paced course on Corruption Crimes for the School of Governance (SOG) website (www.schoolofgovernance.net).
The one-hour self-paced course will need to focus on the Corruption Crimes in Lebanon, conveying terminologies and theoretical frameworks in a clear manner. This course also needs to be accompanied by pre-tests (before the course) and post-test (after the course) to assess the level of increased knowledge. These tests will be developed once the content has been developed. The course will also include visuals and animations for engagement. To attract a wider range of audience, the course will be developed in the Arabic Language with English subtitles. The course needs to be well-articulated and easily understood, creating an informative and enjoyable learning experience. Furthermore, the course will be be free of charge for users, downloadable, and accessible through registering on the online School of Governance website. As well, the self-paced course has to be compatible to the SOG’s website theme and format.
Furthermore, the Service Provider is responsible to develop the content of the self-paced course, their relative pre-tests and post-tests as well as the videography. The provider is also responsible for the translation of the content from Arabic to English and/or vice versa for subtitle purposes.
The objective is to raise public awareness about corruption crimes, enhance knowledge and skills in identifying, preventing, and combating corruption, and promote transparency and accountability through accessible and engaging learning materials.
Duration of the Self-Paced Course:
The intended self-paced course will consist of a one-hour single video.
Duration of the Deliverables:
The duration to deliver the task is expanded for 8 months (beginning of March) with the final deliverable to be posted and uploaded by September 2025.
Targeted Impact:
Self-Paced Course Aims to:
• Raise awareness about corruption crimes in Lebanon.
• Equip individuals with the knowledge, skills, and tools to understand, prevent, and combat corruption effectively.
• Empower participants to recognize and address corruption in their communities.
• Promote integrity and accountability by increasing civic engagement and fostering a culture of transparency.
• Enhance learning retention through engaging and interactive content, including animations, quizzes, and mini-tests.
• Ensure accessibility by offering the course free of charge on the SOG website, allowing users to register and complete it at their own pace.
Training Format:
• The course will be developed in Arabic with English subtitles and hosted on the School of Governance (SOG) website, accessible to all users upon registration.
• It consists of a one-hour video providing a comprehensive overview of Corruption Crimes in Lebanon.
• Learners will complete a pre-test before starting and a post-test upon completion to assess their knowledge gains. Additionally, a brief feedback survey will evaluate the course’s relevance, clarity, and engagement.
• The video will incorporate animations, mini-quizzes, and interactive elements to enhance engagement and retention.
• The course is self-paced, allowing learners to progress at their convenience with free access upon registration.
• Case studies will be included to illustrate real-world applications of corruption laws and concepts within the Lebanese context.
Duties and Repsonibilities:
The selected service provider will be tasked with:
• Designing, developing, and producing a one-hour self-paced course on Corruption Crimes, ensuring the content is engaging, comprehensive, and informative.
• Consulting with experts, including representatives from Transparency International Lebanon (TI-LB) or external specialists, as needed, to verify the accuracy and relevance of the material.
• Translating course content into English to create English subtitles, ensuring accessibility for a wider audience.
• Developing pre- and post-tests to assess knowledge acquisition and reinforce learning objectives.
• Producing a high-quality video that includes professional videography, engaging animations, and expert interviews (if necessary), supported by well-crafted scripts.
• Incorporating interactive elements, such as mini-quizzes and knowledge checks, to facilitate active learning and retention.
• Ensuring a user-friendly and accessible design for all course materials.
• Collaborating with the TI-LB team to seamlessly integrate the course into the School of Governance (SOG) website, ensuring smooth functionality and accessibility upon registration.
• Testing all course modules, interactive elements, and assessments to guarantee accessibility and fully functional learning experience.
• Providing detailed documentation outlining course content, structure, animation styles, and interactive features used.
• Ensuring full compatibility of the video with the SOG website and confirming its technical and functional integration.
• Effectively conveying concepts of good governance and transparency, ensuring the course resonates with the target audience (youth).
• Coordinating closely with TI-LB staff, including the Training Coordinator and Communications Department, to ensure alignment with expectations and project goals.
Deliverables:
• Course Content Outline and Script for one video.
• Include a one-to-two-minute Animated segment in the video.
• Create and incorporate a Mini Quiz or Knowledge Check within the video to reinforce learning.
• Create and conduct Pre- and Post-Tests for online usage.
• Develop End-of-Course Survey for online usage, consisting of a maximum of 10 questions and should take no more than 14 minutes to complete.
• Record and edit a professional video for the Self-Paced course.
• Edit and finalize the video in coordination with TI-LB Staff.
• Provide all video materials to TI-LB.
• Create the content in the Arabic language and integrate the English subtitles in the video (the Service Provider is responsible for the translation process).
• Testing and quality assurance documentation.
• Integration on SOG platform with Full Functionality Testing.
• Improve functionality, user experience, and accessibility of the School of Governance.
4. Required Competencies:
General Requirements:
• The selected Service Provider must possess a strong background in video production & online instructional design. They should demonstrate proficiency in developing high-quality, engaging videos that effectively convey complex concepts.
• The selected Service Provider must have experience in developing e-learning self-paced course.
• The selected Service Provider must possess a background in Law, political science, international relations, development studies, and other relative background, especially an in-depth understanding on the topic of Corruption Crime.
• The Service Provider should be capable of collaborating effectively with other project stakeholders, including the trainer consultant and content creator consultant. They should be open to feedback and able to work collaboratively to achieve project goals.
• Strong organization and coordination skills.
• Experience on working in video production for self-paced courses is a plus.

• Proven tracked in delivering similar videos.
Selection Criteria:
• Strong background in video production required.
• Background in Law, Political Science, International Relations, Development Studies, or any other relevant background preferred.
• Experience in developing E-learning self-paced course.
• Collaborative skills essential for teamwork.
• Organizational and coordination abilities needed.
• Experience with self-paced courses is advantageous.
• Proven track record in delivering similar videos preferred.
