The Finance Coordinator is responsible for overseeing the daily financial operations of the organization, ensuring strict compliance with local legislation, adherence to World Vision International (WVI) policies and procedures, and meeting donor requirements. This role plays a crucial part in timely preparing and analysing financial reports, managing daily transactions, promptly resolving financial queries, ensuring adequate liquidity for smooth organizational operations and enhancing the financial capacity of partner organizations. The Finance Officer will contribute to the overall effectiveness of the Finance function, supporting the organization's mission and objectives.

Accounting, Compliance, and Monitoring:

  • Ensure thorough review of source documents and payment packages before processing payments, confirming compliance with local legislation and WVI and donor regulations.
  • Input accurate and timely financial data into standard registers as required.
  • Process invoices, payments, and receipts in a timely and accurate manner.
  • Guarantee that payments are processed within the agreed working days after receipt of complete supporting documents.
  • Review contractor agreements and ensure that financial clauses are properly applied and that technical reports are submitted when required.
  • Perform monthly reconciliations for bank account.
  • Review all submitted Expense Report Requests (EERs) promptly to ensure there are no outstanding advances to staff.
  •  Assist in audit preparation by providing all required information in a timely manner.
  • Conduct monthly balance sheet reconciliations as required
  • Conduct LDR reconciliations as required
  • Extract monthly financial reports and review for accuracy and completeness.
  • Escalate any identified financial risks or fraudulent activities to the Finance Coordinator and Director immediately.
  • Provide training and support to staff on financial procedures and reporting requirements.
  • Participate in project evaluations and audits as required.
  • Ensure all requests are raised on Provision system and received on time.
  • Facilitate proper follow-up for project closures, ensuring Purchase Orders are closed on time, accruals are booked, and reallocations are completed.
  • Collaborate with the Shared Services team for any invoice troubleshooting issues.
  • Maintain strong relationships with all staff, stakeholders, partners, and suppliers to ensure effective communication and cooperation.

 

Partner Financial Capacity Building

  • Conduct Organizational Capacity Assessment (OCA) to partners within the portfolio
  • Perform site and partner monitoring visits
  • Lead efforts to enhance the financial management capacity of partners, including local organizations.
  • Develop and implement training programs and workshops to improve partner organizations' understanding of financial policies, compliance requirements, and best practices.
  • Work closely with partners to identify weaknesses in their financial systems and provide hands-on support to strengthen their capacity in budgeting, reporting, and financial record keeping.
  • Develop tools, templates, and guidelines to support partners in maintaining accurate financial records and meeting donor and organizational requirements.
  • Monitor partner financial activities, providing regular feedback and action plans for improvement, while ensuring alignment with local legislation and donor regulations.

Local (Government) and Internal Reporting:

  • Ensure full compliance with local legislation, WVI, and donor requirements, proactively addressing any potential issues or non-compliance.
  • Oversee the accurate and timely submission of all government reports, including tax, social security, and other mandatory filings.

Additional Responsibilities:

  • Attend and participate in WVL’s spiritual nurture and other organizational events
  • Responsible of own security and actively contribute to a positive security culture
  • Report CP incidents as per the safeguarding policy guidelines.
  • Abide by the security policies and procedures and report any incidents or breaches to line manager and / or security manager
  • Perform other duties as assigned by Line Manager

Minimum Requirements:

  • Bachelor’s degree in Accounting, Finance or Business Administration, or a related.
  • Minimum 3 years of experience in accounting position with medium business/medium NGO/government agency
  • Experience with humanitarian aid in country is a plus.
  • Proficiency in written and spoken English and local language
  • Ability to travel within the country
  • Practical Knowledge of financial systems, budget/cash flow monitoring and internal accounting controls.
  • Computer aptitude and experience with word processing, database, management and spreadsheet software.
  • Analytical skills and good attention to details.
