Under the direct supervision of the Project Coordinator, the Support Officer will support, in the design, planning and implementation of the Community Engagement (CE) modality. S/he will be responsible for administrative tasks, data management, and various support activities, including but not limited to coordinating WASH and other project aspects with World Vision's support departments, as well as assisting in the updating of program financial and narrative reports.

The Support Officer will work closely with other Project Coordinators and field teams, acting as the focal point for support services, including data tracking and proper filing related to portfolio support activities.

Projects Duties:

  • With the support of the WASH Project Coordinator, the Support Officer will support in the design, planning and implementation of the Community Engagement (CE) modality.
  • Under the supervision of the project coordinator, the Support Officer will work closely with the CE assistants to map and implement and monitor the CE modality.
  • Document all processes of CE activities, and will ‎support the MEAL team in the periodic assessments of project impact.
  • Support ‎the communication team to develop videos pertaining to the CE exercise. ‎
  • Follow up on the data tracking of site activities, which are water provision, desludging services, CE activities and distribution of WASH NFI items (i.e. Hygiene kits, water tanks…) as per set ‎criteria in order to ensure quality of World Vision’s WASH programs intervention.
  • In coordination with Project coordinator and Program Manager, ‎support in preparing projects report ‎and ensure they are correct, complete, and submitted on time.
  • Check support requests and their supporting documentation so they are ‎prepared and filed according to WVL procedures;‎
  • Coordinate with the Procurement unit on the preparation and issuance of tenders in order to streamline purchases.
  • Coordinate with Finance department to ensure payments are facilitated on a ‎timely manner;
  • Review the implementation of the technical components of the project ‎contracted, ensuring proper implementation, flagging compliance issues ‎with required standards and specifications.
  • Manage and update projects tracking activities on all the required ‎levels.
  • Ensure adequate documentation and filing of the projects related ‎documents
  • Any other duties as assign by the Project Coordinator and Program Manager.‎

Handle output level reporting, safeguarding and ‎accountability incidents reporting

  • With close coordination with the MEAL Coordinator and the Project Coordinator, ensure that all projects related data ‎‎(e.g. baseline assessments, activity monitoring) is well managed and provides an accurate ‎representation of the reality on the ground;‎
  • With close coordination with the MEAL Coordinator and the IM team, ensure the completion of the ‎required information on Activity info as per the set deadlines;‎
  • Conduct activities that enable partners and beneficiaries to be properly informed about WVL, its ‎Complaint mechanism, the project activities and WVL Safeguarding policy;‎
  • Ensure that Indicator Tracking Table (ITT) and MoVs are completed and validated;‎
  • Report any child and adult safeguarding incident as per the established guidelines and ensure that ‎safeguarding incidents are being reported by project staff as required.‎

Perform other duties as required

  • Attend Services related meetings with sector, donors, and local authorities.
  • Attend and participate in capacity building trainings locally and internationally.
  • Attend and participate in WVL’s spiritual nurture and other organizational events.
  • Act responsible of own security and actively contribute to a positive security culture.
  • Report CP incidents as per the safeguarding policy guidelines.
  • Abide by the security policies and procedures and report any incidents or breaches to line manager and / or security manager.
  • Perform other duties as assigned by Project Coordinator and Program Manager.

Required Professional Experience

  • 3 years of experience in working within humanitarian projects;
  • Experience working with vulnerable communities and groups;
  • Experience working with local partners;‎
  • Strong understanding of best practices and strategies in the humanitarian sector;‎
  • Very Good written and spoken English and Arabic languages;‎
  • Proven experience working in humanitarian fields;‎
  • Strong understanding of project Cycle Management and tools;‎
  • Experience in implementing projects through local partners;‎
  • Strong written and oral communication skills, effective in representation and liaison with external ‎parties;‎
  • Good computer literacy in Microsoft Office package (incl. Excel), and holder of a valid driver’s ‎license;‎
  • Good Communication and interpersonal skills with ability to network and negotiate with partners ‎and government bodies;‎
  • Ability to work in and contribute to dynamic team operating in a fragile environment.‎
  • University degree or higher education in Public Affairs, Management and Administration, Social work, any other related ‎fields of studies.
