The Shelter & Wash Engineer is in charge of providing technical oversight and instruction in the field for civil works/Shelter and WASH construction activities, drafting technical project documents, and ensuring the targets set by the Program Manager are met according to the set timeframe.
Functions
To ensure the adequate implementation of medium to large scale civil works/infrastructure construction in the target areas as per technical standards and project objectives, in addition to rehabilitation of houses/schools and buildings Duties and responsibilities include:
- Conduct technical assessments of institutions and prepare bill of quantities for rehabilitation Review of project plans and technical documents prior to implementation to ensure feasibility and accuracy of inputs required (in terms of quality and quantity);
- Contribute to the preparation of tender documents and evaluation of technical criteria in tender bids;
- Act responsibly and communicates respectfully with home owners to give a clear and accurate picture of the households’ past, current and future situation.
- Ensure the appropriate documentation is in order for beneficiary contracts and subsequent payments.
- Daily supervision of construction site and work of ACTED contractor, complete daily report on construction progress, quantities delivered to the site, site conditions, photo documentation;
- Prepare daily/weekly report on construction progress and any challenges/delays in workplan;
- Monitoring of the consultant/contractor’s work and cross checking reports emitted by WE consultant for accuracy;
- Liaison all local/national government representatives to ensure commitments are received in parallel to ongoing projects to allow for timely completion and to address any issues raised regarding contractor’s work;
- Advise on project proposal, BOQ development, consultations regarding contract development and technical specifications for all construction related projects
- Preparation of donor visits and donor visibility;
- Produce accurate drawings, reports, measurements (BoQs) and/or photographs as evidence of a technical assessment.
Qualifications
- Educational background in civil and/or environmental engineering
- Experience working on medium to large scale construction projects through contractors;
- Strong communication, inter-personal skills, and diplomacy;
- Strong organizational skills and attention to detail;
- Ability to draft detailed and accurate reports in a timely manner;
- Highly motivated and with a desire to work with local communities;
- Ability to work with culturally diverse groups of people;
- Spoken Arabic is required. Spoken and written English is strongly preferred. Spoken French is an asset.
- Working knowledge of computers using MS Word and Excel among other packages. Communicate effectively through email and use of internet.
