Introduction about MSF:
Médecins Sans Frontières (MSF) / أطباء بلا حدود is an international, independent, medical humanitarian organization that delivers emergency aid to people in 70 countries who are affected by armed conflict, epidemics, natural disasters and exclusion from healthcare. We offer basic healthcare, perform surgery, fight epidemics, rehabilitate and run hospitals and clinics, carry out vaccination campaigns, operate nutrition centers, and provide mental healthcare. Our activities include the treatment of injuries and disease, maternal care and the provision of humanitarian aid. Where necessary, we set up sanitation systems, supply safe drinking water, and distribute relief to assist survival.
Main Objective of the position:
Ensure completion of all activities related to medical data entry and data management into the mission database. Supervise, organize and plan the activity of Data Entry officers/operators, as well as identify their training needs in order to provide a good service support and reliability of the data collected.
Accountabilities:
- Supervise, organise and plan the activity of Data Entry officers to have a reliable record of medical activity performed, as well as identify their training/technical support needs in order to provide a good service support and reliability of the data collected.
- Ensure collation and entry of all data identified by project managers for collection (e.g. morbidity, mortality, surveillance of diseases of epidemics, nutrition, psychological and women’s health, etc) into the appropriate data management system while ensuring quality of data
- Do quality control data officers’ performance on regular basis
- Know and ensure proper use of software used for recording.
- Ensure accuracy of the medical data entered into the mission’s database on a regular basis, according to MSF protocols and carry out regular back-ups.
- Provide technical support to data entry officers/operators in project sites and give response to their training needs.
- Provide regular statistical reports for the medical team as well as informing the superior of any missing information, major changes or big differences in data
MSF Section/Context Specific Accountabilities:
- Supervise the implementation, modification, and maintenance of the Beirut project's data systems and collection tools, ensuring seamless integration and unification across platforms.
- Proactively identify and address system limitations or potential failures that could impact project needs. Recommend and implement system scalability enhancements to accommodate evolving project requirements, in collaboration with the epidemiology activity manager (EAM).
- Perform basic ETL (Extract, transform, load) on datasets. (Ensuring to have clean, accurate, scalable, accessible, timeliness). Support in Data Visualization.
- Collaborate with the EAM to develop and implement comprehensive SOPs covering: rigorous data quality checks to ensure accuracy and reliability, regular data audits to maintain data integrity and identify potential issues, and robust data protection and security measures, tailored to each department's specific needs and in full compliance with MSF standards and protocols.
- Perform data analysis assessments to support evidence-based decision making.
- Work closely with the PMR and EAM to establish standardized templates for both monthly and quarterly data reports.
- Collaborate with PMR and EAM to pinpoint the specific data elements required for routine reports, quarterly summaries, and any other recurring reports.
- Establish and implement Standard Operating Procedures (SOPs) for the collection and management of ad-hoc data requests, ensuring consistency and efficiency in handling non-routine data needs.
- Deliver hands-on training sessions to colleagues, covering both the database system and the associated data collection tools.
- Assist in data visualization efforts to enhance data understanding and communication.
Requirements:
Education
- Essential bachelor’s degree in data science, computer science, IT, statistics, management information system, public health or any other relevant degree
Experience
- Essential at least 2 years of working experience in data management field
- Desirable working experience of at least one year with MSF, other medical humanitarian organization or in health care facility.
- Desirable experience in people management, training and mentoring.
Languages
Proficiency in both English and Arabic is required.
Knowledge
- Proficiency in Microsoft Office applications (Excel, Word ..) is essential
- Essential strong understanding of medical statistics databases.
- Essential Knowledge in Data Structure, algorithms, coding and debugging Coding & debugging knowledge.
- General knowledge in EMR and data management tools is desirable
- Desirable knowledge in Power-bi .
