Position’s mission:
Mission: Reporting to the Project Manager, the Project Officer contributes to the implementation of his/her project, ensuring the optimal quality and the impact of the project. S/he works closely with the programme technical team. The Project Officer accompanies partners and relevant actors and stakeholders in the implementation of the project and contributes to the project’s MEAL.
Reports to: Project Manager
Interacts with: Project team, technical unit, MEAL staff, support services staff, Partners’ staff
Missions / Responsibilities:
Mission1: Operational implementation
Responsibility 1: Contribute to project planning and implementation in line with the existing frameworks
- Contribute to planning and preparing activities, tools and the associated resources, and implement the action plan in conjunction with the support services and the technical unit.
- Ensure that activities are implemented and that resources are correctly allocated as authorized by the project manager.
- Ensure regular reporting of activities, and contribute to the internal and external reporting as requested by the project manager.
- Contribute to identifying areas of the project in which adjustments are required and put forward adaptations to the project manager.
- Contribute to the drafting of amendment requests when asked by the project manager.
- Contribute to coordination with the local stakeholders and to monitoring the partnership relationship with the project partners.
- Ensure that project documents and information are properly archived.
- Assist the project manager in researching and analyzing donor priorities and requirements.
- Support the project manager in drafting proposal sections, ensuring clarity and coherence.
Responsibility 2: Contribute to managing strategic partnerships and to the capacity building of the partners’ team
- Assist the Project Manager in building and maintaining relationships with key partners
- Facilitate communication and coordination between the project team and partners to ensure alignment with project objectives
- Partnership agreements: Support the Project Manager in drafting, negotiating, and managing partnership agreements, ensure compliance with partnership terms by coordinating with relevant departments (finance, legal, etc.) for smooth execution and monitoring
- Capacity building of the partners’ team:
- Contributes to the recruitment and selection of new partners’ team members
- Contribute to assessing project partner capacity building needs, to define suitable training plan and training package
- Sets individual objectives, evaluates individual performance
- Train project partners and relevant actors and stakeholders on the methodologies and tools.
- Produce training and coaching reports and coordinate feedback with the service providers for strengthening continuous staff development
- Provide ad-hoc support to the team during tools use including field coaching
- Organizes and leads regular team meetings
- Development of tools for the project implementation
- Participate in the selection and contextualization of the modalities of intervention in compliance with HI technical framework.
- Contribute to the development and/or adaptation of methodologies and to the development of high complexity technical tools, including full training packages (training needs assessment tools, training manuals and materials, pre-post training tests), users’ guidelines, etc.;
- Organize and-or participate to the tools testing whenever appropriate and adjust them according to the results of the test
Responsibility 3: Contribute to project monitoring, evaluation, accountability and learning
- Contribute to project monitoring, specifically activity progress indicators and the expected outcomes.
- Contribute to project evaluations at the request of the project manager, and ensure that project evaluation recommendations are followed.
- Contribute to the setup and smooth running of accountability mechanisms.
- Contribute to project learning.
Responsibility 4: Ensure project data management
- Ensure that the appropriate data collection and management tools are in place and are used correctly on the project, in line with global standards.
- Collect and compile project-related data in the relevant database.
Responsibility 5: Contribute to the coordination of project teams
- As authorized by the project manager, facilitate coordination meetings between the project teams and the support services located in the area when necessary.
- Ensure that the project teams and the support teams (shared and technical services, in particular) work well together in
- order to facilitate the implementation of the project in the country.
Responsibility 6: Contribute to external project communication
- Contribute to HI’s external influence by taking part in networks, when required.
- Communicate about the project to partners, authorities and stakeholders when relevant.
Mission 2: Emergency Preparedness and Response
- Contribute to the programme’s emergency preparedness initiatives, and in an emergency situation, adapt his/her working arrangements in order to contribute to an effective humanitarian response from HI.

Qualifications:
Education:
- Essential: University degree in Program Management, business administration or any related field
Profesional Experience:
- Essential: Minimum 3 years of professional experience in project support
- Essential: Experience in the NGO sector
- Desirable: Experience in Health projects
- Desirable: Knowledge in disability inclusion
Language:
- Essential: Arabic and English

Basic salary ranges for the position is going to be paid according to the experience and to HI salary Grid.
Basic Salary: Starting 1,700 USD
