  • Conduct detention monitoring visits to ISF detention facilities in northern Lebanon in order to report on general detention conditions, identify and report on protection issues such as arbitrary detention, ill-treatment, and torture, exposure to unfair trial process, and lack of access to essential services in detention, and to assess the needs of the detainees for referral to protection services and other types of support.
  • Identify high-risk cases including persons with specific needs, in particular children, cases of alleged ill-treatment/torture in detention, victims of trafficking, and LGBTIQ+ detainees.
  • Identify non-Syrian individuals who indicate a fear of return to their country of origin and refer such cases to UNHCR's attention.
  • Undertake phone calls for a dedicated follow-up on identified needs, gaps, and individual cases.
  • Conduct needs assessment for detainees. Based on identified needs and vulnerabilities, provide services in line with established criteria, prioritizing PWSN. The needs assessment will involve an understanding of the detainees’ legal needs and access to legal support.
  • Refer minors in detention in need of core relief assistance, legal or medical services, for assistance through UPEL, Internal Security Forces staff, and/or families.
  • Refer vulnerable families of detainees to NGO emergency cash programs in situations where main breadwinners are detained for prolonged periods (several days or weeks), leaving families particularly vulnerable.
  • Coordinate with child protection actors to address and ensure enhanced protection of minors in detention.
  • Ensure coordination with ISF in all places of detention to ensure early identification and intervention in cases of children in conflict with law.
  • Ensure health care services are delivered through individual or group interventions, including prevention and screening for communicable diseases related to lack of hygiene and crowdedness.
  • Ensure the provision of specialized mental health services to vulnerable detainees, particularly persons with disabilities and older persons at risk, in prisons and police stations in North Lebanon and the Migrant Detention Center in Beirut.
  • Distribute Menstrual Hygiene Management kits (MHM) to women in Kobbeh prison.
  • Collaborate with the multi-disciplinary team to ensure the provision of medical services including general medical consultations, psychological and psychiatric consultations, and distribution of medicines to detainees.
  • Assess the needs of vulnerable detainees for core relief items and ensure the distribution of food and hygiene kits.
  • Distribute bulk food commodities to Kobbeh prison in Tripoli for men and women.
  • Distribute Ready-to-Eat parcels to detainees in police stations in Akkar, El Minie-Dennie, and Tripoli.
  • Ensure data entry for MEAL and reporting purposes
