MARCH is looking for a MEAL CONSULTANT-FULL TIME for implementing conflict resolution projects and activities in Beirut and Tripoli.

Responsibilities:

  • Implement the project MEAL system, including the development of quantitative and qualitative tools such as focus groups, surveys, change stories, and interviews as well as indicators to measure project outcomes and impact.
  • Monitor project progress against the project log frame and work plans, identifying and reporting on any delays, issues or risks to the Program Manager.
  • Design and implement project evaluations, including baseline, mid-term and final evaluations, and other research activities as required.
  • Ensure that project data is properly collected, analyzed and reported in a timely and accurate manner, and that it is used to inform project decision-making.
  • Work with the Program Manager and other project staff to develop project reports, including donor reports, that clearly communicate project progress and impact.
  • Provide technical support to project staff on data collection, analysis, and reporting, and ensure that they are aware of and adhere to the project MEAL system.
  • Ensure that the project is compliant with donor reporting requirements and that reports are submitted on time.
  • Promote learning and knowledge sharing within the organization and with project partners, ensuring that lessons learned are documented and disseminated.
  • Participate in regular project review meetings with the Program Manager and other project staff to review project progress, identify issues and risks, and develop action plans to address them.
  • Assist with any additional tasks as requested to meet the needs of the role.

Qualifications:

  • Bachelor's degree in social sciences, data science, development studies, statistics, or a related field.
  • At least 3 years of experience in monitoring and evaluation of development projects, preferably in conflict resolution and youth reintegration programs.
  • Strong analytical and data management skills, including experience with quantitative and qualitative data analysis software.
  • Knowledge of project management principles and experience in developing and implementing project M&E plans.
  • Excellent report writing and communication skills in English.
  • Ability to work independently and as part of a team, and to manage multiple tasks simultaneously.
  • Strong interpersonal skills and ability to work effectively with a range of stakeholders.
  • Ability and willingness to commute to Tripoli and Beirut as required.
  • Clear and effective communication for conveying findings, discussing methodologies, and communicating with team members.
  • Understanding the challenges faced by project team members for more insightful evaluations and better-informed decision-making.
  • Teamwork and Collaboration skills with diverse team members necessary for coordinating efforts, sharing insights, and collectively problem-solving.
  • Flexibility and Adaptability to adjust their approaches and methodologies to meet evolving needs and circumstances.
  • Problem-Solving skills when encountering various challenges during data collection, analysis, and reporting. Strong problem-solving skills are essential for overcoming obstacles and finding innovative solutions.
  • Attention to Detail skills and thorough in data collection and analysis to ensure the accuracy and reliability of evaluation findings.
  • Cultural Sensitivity knowledge while working in diverse cultural contexts, and understanding and respecting cultural differences are essential for conducting evaluations that are contextually relevant and respectfully.
