Monitoring and Evaluation Consultant | Water for the Land of Water

Michel Daher Social Foundation (MDSF), established in 2014, is a Lebanese NGO dedicated to addressing the unique challenges faced by communities in Central Bekaa. Project Overview:

The project aims to increase access to safe and reliable water services among communities in Zahle Caza, Lebanon, with a focus on improving the capacities of the Bekaa Water Establishment (BWE) and enhancing water services for upstream and downstream communities within the Jdita water system. The project includes technical and material capacity building, community engagement, facilitation of allocation agreements, and activation of the regional water network.

The Monitoring and Evaluation (M&E) Consultant will play a vital role in supporting the project team’s assessment, monitoring, and evaluation capacity toward improving the impact and transparency of the project. The consultant will work closely with the M&E officer and project team to design an M&E framework, develop data collection tools, and analyze findings.

Scope of work

  • Collaborate with the M&E officer, project team, water management consultant, and project engineer to develop deliverables aligned with the project’s logical framework and adapted to the team’s capacities.
  • Develop tools for data collection for baseline and end-line assessment, including surveys, interviews, and focus group guides, to gather relevant data and evidence from stakeholders, beneficiaries, and the field.
  • Collect, manage, and analyze quantitative and qualitative data using statistical software and other analytical tools. Interpret findings and provide actionable recommendations to the project team.
  • Establish a monitoring system to track program activities, outputs, and outcomes continuously throughout the project.
  • Prepare a comprehensive M&E report and presentation for internal and external stakeholders, summarizing findings, conclusions, and recommendations.
  • Provide training and technical assistance to program staff on M&E concepts, tools, and methodologies.
  • Divide and allocate the level of effort required among the M&E, Community Engagement, and Engineering team members.

Expected deliverables

  • Project monitoring and evaluation framework based on the logical framework and donor requirements.
  • Adapted monitoring tool (e.g. Indicator Performance Tracking Table) for standard indicator tracking and reporting.
  • Baseline and end-line assessment toolkit: digital data collection tools (e.g. surveys), analysis and reporting template, and assessment guidance manual.
  • Training to MDSF staff on utilization of developed toolkit.
  • Baseline report: analysis, reporting, and consolidation of baseline findings.
  • Endline report : analysis, reporting, and consolidation of endline findings.

Minimum Qualifications

  • Undergraduate degree in Social Sciences, Development Studies, Statistics, or a related field.
  • Five (5) years of experience in monitoring and evaluation, preferably in the international development sector or with nonprofit organizations.
  • Proficiency in M&E methodologies, data collection techniques, and statistical analysis.
  • Strong analytical and problem-solving skills, with the ability to interpret complex data and generate actionable insights.
  • Excellent written and verbal communication skills, with the ability to present findings clearly and effectively to diverse audiences.
  • Experience with M&E software and tools preferred. Proven ability to develop digital survey tools (ex: ODK, KoboToolbox, SurveyCTO, etc.).

Selection Criteria

The consultant will be selected based on:

  • Technical Competence: This encompasses the consultant's experience and past projects, expertise, knowledge, tools, project understanding, and ability to propose innovative solutions. It constitutes 60% of the scoring criteria.
  • Value for Money: This criterion assesses the cost-effectiveness of the consultant's services compared to their competitors while ensuring quality and meeting project objectives. It accounts for 40% of the scoring.
