TEAM PURPOSE:

Oxfam in Lebanon is working at local, national and international levels for “women, men and people with diverse SOGIESC[1] in Lebanon can exercise and fulfil their rights, social and economic agency in an equitable society.” To achieve this vision, Oxfam in Lebanon implements activities under two main programmatic pillars, Governance and Economic Justice and Humanitarian pillars.

Oxfam’s Humanitarian Programme in Lebanon aims to empower and alleviate the suffering of marginalized women, men, and people with diverse SOGIESC, from refugee, migrant, and host communities, and to ensure basic needs are met and rights are upheld in the face of current and future crises and shocks. Our approach centralizes local humanitarian leadership for service provision and delivery.

Oxfam’s Governance programming is centered around understanding power structures, power relations, and dynamics of influence across intersecting networks of actors. Its primary goal is to support the development of accountability and transparency at the local, civil society, and governmental levels, aiming to enable civic participation for marginalized women, men, and people with diverse SOGIESC, including refugee, migrant, and host communities.

Oxfam’s Economic Justice Programme in Lebanon aims to support the development of an inclusive economic model that provides durable solutions for the country’s marginalized women, men and people with diverse SOGIESC, including refugee, migrant and host communities. Merging economic development and decent working conditions, the programme aims at ensuring that needs attainment for small enterprises and vulnerable individuals are strengthened to withstand crises and shocks.

 

JOB PURPOSE:

The purpose of the position of Programme Coordinator is to operationalise Oxfam’s vision for Lebanon, leading on the integration of sectors of humanitarian and development work, ensuring programme quality, community participation, good partnership relations and coordination. The position is accountable for all the programmatic, management, program development, influencing and partnership aspects of programmes in Bekaa. As a key role within the Oxfam Lebanon Country programme, the position will be based in Zahle, with regular travel to programme sites. He/she will oversee effective management and relationships with relevant external stakeholders, provide oversight over projects, including financial and program quality oversight, contribute to preparing and developing high quality proposals and concept notes, review and approve progress and donor reports, and enhance internal and external learning and representation.

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

Management Responsibilities

  • Lead program implementation in Bekaa.
  • Effectively lead the Programme Team in Bekaa.
  • Manage the Project Managers and the Senior Project Officers.
  • Manage projects where and when necessary.
  • Work closely with programme support departments in Beirut, ensuring financial, logistical, and human resources are deployed effectively.
  • Maintain an oversight of all aspects of the projects to ensure effective and quality implementation.
  • Ensure the implementation of Oxfam’s performance management policies and procedures.

 

Programme Oversight

  • Maintain an up to date understanding of the humanitarian situation in relation to Lebanon and ensure that programme teams have access to relevant, up to date information.
  • Maintain an analysis of the overall context and use this to inform interventions, adjusting strategic direction and informing strategic decisions accordingly.
  • Support the implementation of Oxfam’s country strategy – including ensuring coherence, standardized approaches, programme quality and good partnerships with local civil society in line with the Country Strategy.
  • Ensure projects are delivered on time and on budget.
  • Support team and partner risk analysis related to programme activities before and during implementation and provide strategic steer on amending activities and approaches where necessary.
  • Support Project Managers in ensuring that Oxfam meets all contractual obligations and that all donor reports are submitted on time to the Funding Department and are of high quality.
  • Support on HR issues, such as in developing ToRs and job descriptions and advise/input on relevant recruitments.
  • Support the development and implementation of national programme evaluations, learning events and specific programme related research activities.
  • Support in mainstreaming gender throughout Oxfam Lebanon’s humanitarian work.
  • Operationalise aspects of the nexus approach, capturing synergies to deliver long-lasting results.
  • Support in identifying capacity building needs and opportunities for Oxfam staff and local partner organisations and support the development and implementation of capacity building plans.

 

Programme Design and Strategy

  • Take ownership of emergency response planning in collaboration with Programme Development Coordinator and Deputy Country Director and implementation, and ensure appropriate contingency plans and related preparedness and mitigation strategies are in place and updated, to ensure Oxfam’s humanitarian mandate is met.
  • Contribute to program design, incorporating lessons from projects, emphasizing innovation, nexus and partnership approach.
  • Support in identifying strategic partners and engaging with them.
  • Provide specialist humanitarian advice and support the implementation of Oxfam’s humanitarian programme interventions and approaches in Lebanon with focus on nexus.
  • Participate in country planning, strategy development and reviews.

 

Representation & Influencing

  • Represent Oxfam externally in relevant UN/(I)NGO or government fora; develop alliances with organisations and other relevant stakeholders, with a view to enhancing coordination, and adopting complementary approaches including active participation in relevant coordination and planning mechanisms and supporting field staff in field-level coordination and in sector working groups.
  • Engage with local and national authorities and other relevant stakeholders as need be, to ensure smooth operational work
  • Support advocacy and campaigning, including analysis, surveys, assessments, and support to the development of policy products as required. This includes ensuring linkages to relevant Global Campaigns.
  • In collaboration with the North Lebanon and Beirut Programme coordinator and the Influencing Team, work to integrate programmes and policy to ensure that programmes are working towards achieving same aims and leveraging impact in line with Oxfam’s country strategy Lebanon.

  • Proven programme management experience, including planning, monitoring, evaluation, budgeting, financial management, and report preparation

  • Sound knowledge and understanding of Lebanon’s social, economic and political context;
  • A proven record of effective partnerships, and relationship-building skills
  • Excellent verbal and written communications skills in English and Arabic and the ability to relate to people from all backgrounds.

Desirable

  • Master’s degree in relevant area (e.g. governance, economics, development studies, political science)
  • Strong experience and/or understanding of humanitarian and gender issues in particular
  • Experience working in Lebanon or on the Syria crisis;
  • Experience in protracted crisis settings;
  • Knowledge of Lebanese civil society organizations.
