Job Summary:

FHI 360 seeks qualified candidates to serve as the Finance Manager to support the LEB-CAAP program.

The Finance Manager will report to the Deputy Chief of Party and will be responsible for financial management and overseeing the projects’ legal, compliance, and audit activities. She/he will supervise an Accountant and ensure their compliant and efficient support to the project’s activities. Other responsibilities include: 

  • Manage financial operations in compliance with USAID and FHI 360 requirements and global standards, including budgeting, accounting, payments reporting systems and procedures. 
  • Analyze, develop, and monitor accounting/fiscal control procedures, budget planning, pipeline and spending analysis, cash flow projections, tracking of burn-rates and donor-funded obligations. 
  • Develop and analyze project financial reports; monthly cash flow, cash book and balance sheet reconciliation reports; annual budget planning, audit reviews and assessments. 
  • Oversee accounting work including but not limited to verification of supporting documents, monitoring of payments and processing of transactions in the accounting software. 
  • Participate in the management of advances, follow up and liquidation of advances for grants, workshops, staff, subcontractors, vendors and consultants. 
  • Prepare the monthly and quarterly financial reports for submission to the program funding agencies and FHI 360 in a timely and accurate manner.
  • Maintain adequate financial resources in country to support monthly program operations and subproject reimbursements.
  • Review pre-award assessment (PAT) of grantees and subcontractors as well as budget and contract development.  Propose appropriate special award conditions and documentation requirements per FHI 360 policies.
  • Assist with procurement solicitations and recommendations for potential providers of needed goods and services in accordance with FHI 360 policies, procedures, and practices.  
  • Oversee the preparation of salaries, and preparation of tax statements. 
  • Manage Lebanese legal requirements for tax, audit and company obligations.  
  • Supervise the project accountant to maintain a highly secure financial system and provide technical guidance to the Grant Accountant in budget reviews, pre-award assessments (as needed).
  • Build and train staff on financial policies and procedures, Generally Accepted Accounting Procedures (GAAP) practices and client relationships.

Minimum Qualifications:

  • Bachelor’s degree in a relevant field such as accounting or finance is required. Advanced degree preferred in Accounting, Finance, Business Administration, social sciences, or related field; 
  • Minimum six (6) years of progressively responsible financial management experience, including budgeting, policies and procedures oversight, hands-on program management, direct supervisory responsibilities, and experience with procurement of goods and services; 
  • Experience with U.S. government rules and regulations regarding financial management, grants and contracts is strongly preferred;
  • Excellent analytical, numerical and problem-solving skills; strong communication and organizational skills as well as consultative and negotiation skills; 
  • Experience in finance for projects with budgets in excess of $10 million is preferred; 
  • Experience in building the financial management capacity of civil society organizations and other stakeholders, preferred; 
  • High integrity and strong attention to detail and ability to set priorities and meet deadlines; 
  • Comprehensive knowledge of concepts, practices, and procedures with accounting, financial controls and financial information systems;
  • Relevant skills in automated accounting software systems and database spreadsheets required.
