Mid-Level Expert Educational Data & Technology
Scope of work:
The main operational and implementation support tasks are as follows:
1. Support the Head of ICT/Senior Advisor on Data Supply Management in selected priority work tracks to ensure that ICT department and MEHE goals and objectives are accomplished and that operations run efficiently to meet TREF requirements.
2. Participate in the development of ICT-related policies and procedures for data management operation performed within the MEHE ICT department.
3. Support the formulation of the MEHE ICT digital transformation vision, strategies and goals to ensure the ICT department runs smoothly and effectively in coordination with all other MEHE departments, directorates and stakeholders.
4. Participate in and coordinate the reform track 8.1 of MEHE’s Reform Road Map 2025 referring to the transition from SIMS to EMIS.
5. Support the operationalization of the Checklists and SOPs on data management, including data entry, cleaning, consolidation, and reporting to meet TREF data requirements.
6. Coordinate the implementation of data consolidation and unification.
7. Leading technical reforms performed on system level for improved data quality and reporting.
8. Developing and sharing student, staff and schools’ data for ensuring alignment with minimum data requirements agreed upon between MEHE and UNICEF.
9. Support the identification of capacity gaps in data management and reporting across central, regional and schools and report findings to MEHE and UNICEF.
10. Direct support in data management to REOs and schools through the Fast Track modality. This includes planning and organizing capacity building efforts to increase MEHE users’ engagement and productivity.
11. Manage communication with employees by liaising with internal and external partners (especially UNICEF team) on various projects and tasks.
12. Manage IT-related project’s project life cycle and monitor adherence to schedule, and scope.
13. Establish and implement communication plans, providing status updates and feedback.
14. Identify, assess, and control risks and plan responses to increase the likelihood of successful data management operations.
15. Transform business requirements into technical functionalities and follow up with ICT team members on deliverables.
The main deliverables are as follows:
1. Developing the roadmap and action plan for the transition from SIMS to EMIS including minimum business and technical requirements.
2. Develop a communication plan between MEHE internal and external stakeholders to ensure proper data management flow.
3. Update of SOPs and checklists on data management and ensure alignment with TREF and any other aid modality requirements.
4. Development and rolling out of training material (guidelines, checklists, tutorial, presentations, awareness videos and online tutorials).
5. Generate and share attendance reports for students, staff in both, first and second shift schools, while ensuring adherence to the minimum data requirements and templates.
Deliverables and Schedules:
The timeframe of this consultancy is from March 2024 for the period of one year.
Monthly deliverables are agreed on at the end of each month and progress is monitored by the Strategic Management Board of TREF.
The Expert reports to the Senior Advisor on Data Management and Educational Technology and works closely with the assigned public official counterparts and other IST members as well as UNICEF technical counterparts. At the beginning of the assignment the Expert drafts the relevant parts of the IST Work Plan in response to the TREF Urgent Results Framework 2025 and clearly reflective of the main tasks and deliverables outlined in all this TOR. Weekly internal IST meetings are held to co-design interventions and apply an adaptive workflow in response to urgent crisis demands.
Profile Requirements:
The position is for Lebanese nationals and requires a minimum of 5 years of relevant technical, and operational management experience in the public sector, preferably with deep knowledge of education systems or multi-stakeholders’ management. Bachelor degree from a reputable academic institution in relevant fields as well as 2 professional references are a pre-requisite to be eligible for this role. The selection is based on the quality of the application and subsequent interviews with a panel of key TREF stakeholders.
