JOB TITLE: Senior Human Resources Officer

ABOUT ABAAD

ABAAD – Resource Centre for Gender Equality is a UN ECOSOC-accredited organization that aims to achieve gender equality as an essential condition to sustainable social and economic development in the MENA region.

ABAAD has a zero-tolerance policy to Sexual Exploitation and Abuse. Protection from Sexual Exploitation and Abuse (PSEA) is everyone’s responsibility and all staff are required to adhere to the Code of Conduct, that enshrines principles of PSEA, always (both during work hours and outside work hours). Familiarization with, and adherence to, the Code of Conduct is an essential requirement of all staff, in addition to related mandatory training. All staff must ensure that they understand and act in accordance with this clause.

JOB PURPOSE:

The Senior HR Officer will manage recruitment, personnel development, and employee relations within the HR Department. They will ensure fair and transparent recruitment processes for junior and senior positions, in accordance with ABAAD’s Recruitment policy, while also overseeing all aspects of personnel development and employee relations.

 

REPORTING LINES: Director of Operations

RESPONSIBILITIES:

  • Recruitment:
  • Responsible for all aspects of recruitment for junior and senior positions
    • Posting vacancies and calls on job, university, and social media platforms
    • Handling CV screening, creating long lists of candidates, and sharing with hiring managers for shortlisting
    • Headhunting candidates on online platforms
    • Scheduling technical tests and interviews, and reviewing corrected tests when required
    • Conducting interviews alongside other hiring managers
    • Administering reference checks via emails and phone calls
    • Attending meetings pertaining to staffing and recruiting
    • Organizing recruitment files for auditing purposes
    • Ensuring a fair and transparent recruitment process
    • Coordinating recruitment needs and applicant selections with Heads of Units
    • Drafting TORs/job descriptions based on project and organizational needs
    • Assisting in writing and updating recruitment policies and procedures
    • Conducting recruitment and interviewing skills training for hiring managers
  • Responsible for the recruitment of consultants alongside the Operations Department
    • Partaking in the selection of consultants in collaboration with Operation and program teams
    • Drafting consultancy contracts in coordination with the Head of HR and legal advisor
  • Personnel Development:
  • Conducting performance reviews and evaluations to assess individual and team performance
  • Collaborating with the Capacity Building unit to design and implement capacity-building initiatives tailored to staff needs
  • Identifying training and development opportunities to enhance staff skills and knowledge

 

  • Employee Relations:
  • Evaluating, mediating, and resolving human relations problems such as disputes, miscommunication, and work-related problems
  • Highlighting and resolving issues affecting morale, productivity, and welfare of employees
  • Handling employee complaints in collaboration with the Accountability Department
  • Leading investigations related to PSEA and other types of cases
  • Participating in meetings with management to determine appropriate actions
  • Implementing an open-door policy to address employee issues regarding work, family, or personal problems
  • Visiting different ABAAD centers to promote active listening towards ABAAD Staff
  • Promoting employees’ welfare, health, and well-being within the organization
  • Planning and implementing staff care days/activities, including therapy, focus group sessions, and other activities to grow employees’ potential and enhance productivity
  • Coordinating training on active listening and supporting systems
  • Conducting exit interviews with employees and producing semi-annual reports for management
  • Developing and implementing strategies to improve staff retention and morale, including organizing team-building activities to foster a positive work environment and strengthen team cohesion, as well as planning and executing motivational programs to recognize and reward staff achievements

 

  • Providing support as needed in different functions of the department

 

COMPETENCIES & SKILLS

  • Bachelor Degree in Human Resources, Business Administration or related field
  • Minimum of 4 years of experience relevant human resources/administrative position
  • Fluency in spoken and written Arabic, clear and concise reporting in English (Knowledge of French is a plus)
  • Good understanding of the Lebanese Labor law
  • Strong communication, negotiation and interpersonal skills
  • Flexible pro-active attitude
  • Ability to work under pressure, as individual and in a team
  • Must be computer literate, including Microsoft Word and Excel
  • Demonstrated capacity for innovate and creative thinking
  • Efficiency in meeting commitments, deadlines observation and results achievement
  • Ability to identifies priority activities and assignments
  • Strong organizational and problem-solving skills
