Overview

CARE established its presence in Lebanon in 2006 and has been responding to the Syrian Crisis since late 2012. Among CARE’s key imperatives is putting people it serves first through implementing cutting edge programming in areas it operates. CARE currently carries out activities in Beirut, Mount Lebanon, Akkar, North Lebanon, South Lebanon, and the Beqaa Valley. CARE implements both emergency and development projects contributing to livelihood, food security, protection, gender, shelter, and water, sanitation and hygiene. It targets the most vulnerable people and populations, both host communities and refugees. Over the course of 7 years, it has supported more than half a million beneficiaries.

In Lebanon, CARE’s program strategy for the upcoming years will focus on strengthening and expanding its emergency response and capacity to provide basic assistance services while pursuing development projects in areas of food security and livelihood support, gender and protection. CARE intends to maintain its presence in all areas of Lebanon.

The Bolstering Agriculture Systems’ Ability to Invest, Nourish, and Employ (BASATINE) consortium, led by CARE International with Mercy Corps, Al Majmoua, George N. Frem Foundation, Berytech and LOST, is implementing a 48-month program to support farmers and other value chain actors in areas of Bekaa and Akkar, focusing on the production of wheat and vegetables. The overall program objective is to help sustain the capacity of the Lebanese agriculture sector to produce food for the local market and create and maintain jobs, to contribute to the prevention of tensions between host communities and refugees.

 

Objectives

CARE International in Lebanon (CIL) is seeking an animator or animation house. The aim is to produce a quality animation video that properly depicts the work of the BASATINE program and its impact on the communities. The video is to be disseminated through traditional media (TV-if applicable) and digital channels (social media, microsite, and WhatsApp) to various target audiences.

Deliverables & Timeline:

  1. Identify and select animator/animation house. - March week 1
  2. Produce detailed script and storyboard and share with consortium partners for approval. - March week 2
  3. Select and agree on animation style. - The video is to include a voice-over in Arabic with English (or vice versa) subtitles and reflect the programme’s identity. - March week 2
  4. Produce first draft. - One short animation video (60 to 90 seconds) describing the program, goals and objectives, impact, partners, and any main features. - March week 3
  5. Finalize video and disseminate. - March week 3
  6. Final report. - March week 4

 

Consultant Profile

  • The Consultant is expected to be a production firm (a company or a consortium) or a freelance animator with expertise and experience in creating and developing strong and impactful animation video content to the highest of standards and proven reach and impact.
  • The ability to conceptualize and produce animation videos, from the pre-production phase to the post-production phase.
  • Excellent scriptwriting, storyboard and presentation skills in Arabic and English; strong knowledge of developing behavioral change communications is an advantage.
  • Demonstrated interpersonal and diplomatic skills, as well as the ability to communicate effectively with all stakeholders and to present ideas clearly and effectively; proven ability to work in a collaborative and multi-stakeholder team environment.
  • Willingness to work under a tight timeline and the capacity to quickly begin working with the team to produce the required products.
  • Knowledge of digital marketing and production requirements needed for various digital channels, specifically social media platforms and websites.
  • Previous work with NGOS, academic organizations, international and donor organizations is highly desirable.
  • Proficiency in written English and Arabic.
  • Familiarity with development issues, in Lebanon.

Please submit your technical and financial proposal to undertake the above activities by sending an email to [email protected] . The Consultant should submit a simple proposal with the following components:

a) Technical proposal to include:

  • Maximum of three pages outlining the Consultants’ understanding of the TOR and the proposed methodology to conduct the assignment, including techniques and tools to be used.
  • Copy of the CV.
  • List of previous clients for similar jobs.
  • Copy of newly issued juridical record for nationals.
  • Copy of ID or passport
  • Committed to sign and abide by the donor statements – see attached.

b) Financial proposal detailing the following:

  • Itemized consultant’s fees and costs - consultant should indicate professional daily rate or sessions rate including all cost to be invoiced to CARE.
  • Provide proof of Ministry of Finance of Lebanon registration (Fiscal number)
  • Committed to abide by donor requirements (required to sign Integrity and Security statements)

In case the consultant cannot provide proof of MOF registration, 7.5% will be deducted from the proposed daily rate.

Please take into consideration that under the consultancy agreement, CARE will not provide any employees with perks and benefits. The proposed daily rate should be inclusive of all costs.
