Project Background
The project goal is to engage and to sensitize the local communities in Roum and surrounding villages on the value of collaborating in the operation and management of the existing sanitation solutions and therefore ensure their sustainability.
The project objectives are:
- Engaged citizens and relevant stakeholders in the management of the existing sanitation solutions reaching a developed sustainable sanitation management plan validated by the community.
- Increased awareness of local communities on possible solutions for wastewater treatment, the different types, their investment, operation and maintenance costs, and their advantages and disadvantages, and on water conservation and protection and the impact of untreated wastewater on water resources.
Objective/purpose of consultancy:
NAHNOO is seeking an Economic Expert/Statistician to conduct a survey and provide a quantitative analysis in the town of Roum to evaluate the community perception and willingness to pay for wastewater management solution in place.
Scope of Work:
The selected Economic Expert will be responsible for a range of tasks designed to assess the willingness to pay for a service with the ultimate goal of establishing shared financial responsibility. These tasks encompass the following key components:
Survey Design and Implementation:
- Develop a comprehensive survey framework, including questionnaires and data collection instruments, tailored to the specific context of Roum - Jezzine.
- Conduct pre-surveys to gauge the willingness of the target population to pay for the identified service. (For at least 50 residents)
- Implement post-surveys to evaluate changes in willingness to pay following the introduction of shared financial responsibility measures.
- Organize and execute the training of a team of enumerators who will be responsible for data collection in the field.
- Ensure that enumerators are well-equipped to administer the surveys effectively and consistently.
Pilot Survey (Testing):
- Conduct a pilot survey to test the survey instruments, identify potential issues, and refine the data collection process.
- Evaluate the pilot survey results to make necessary adjustments before the full-scale data collection.
- Data Management:
- Undertake data cleaning activities to ensure the quality and integrity of the collected data.
- Organize and securely manage the dataset to prepare it for analysis.
Data Analysis:
- Employ the conjoint analysis method or any relevant methodology recommended by the expert to analyze the collected data.
- Extract insights from the data to understand the willingness to pay and shared financial responsibility within the surveyed population.
- Report Generation:
- Generate a set of comprehensive reports to document the findings and outcomes of the surveys, including:
- Pre-survey report detailing the baseline assessment of willingness to pay.
- Post-survey report highlighting changes in willingness to pay.
- A final report, encompassing a comparative analysis of pre- and post-survey data, accompanied by recommendations for shared financial responsibility measures.
Qualifications/level requirements
Applicants with the following experience are welcome to apply:
- Minimum Master’s degree in Economic/Statistics or similar field.
- At least 5 years of documented professional experience working in the economics and statistics field in Lebanon.
- Past collaborations with the civil society (CSOs, CBOs etc) is an added value
- Proven proficiency in the current Lebanese socioeconomic context;
- Strong analytical and conceptual thinking skills;
- Ability to deliver high-quality results in a timely manner;
- Fluency in English (written and spoken) is mandatory;
- Proficiency in Microsoft Office, including Excel, SPSS or similar programs.
Proposed period and duration of consultancy
The period of consultancy is between November 2023 and June 2024; number of expert days required to be confirmed upon the selection of the candidate .
NB: 1 full day of work = 8h
Selection criteria:
The consultant will be selected based on the competitiveness and quality of the technical (C.V) and financial proposal.
