I.Summary

This Terms of Reference outlines the role and responsibilities of the Volunteer Communication Advisor to the Minister of Public Health. The Volunteer Communication Advisor will be a key member of the Minister's team, responsible for developing and executing communication strategies that effectively convey the Ministry of Health's initiatives, policies, achievements, and health-related messages to target audiences.

II.Responsibilities and Essential Functions

  • Strategic Planning: Develop and implement comprehensive communication strategies to effectively convey health-related messages to target audiences. This involves setting clear goals, defining key messages, and identifying the best communication channels.
  • Campaign Management: Plan, execute, and evaluate health communication campaigns. This includes coordinating with various teams, managing budgets, and measuring the impact of campaigns on public awareness and behavior change.
  • Content Creation: Oversee the creation of various communication materials, including press releases, articles, reports, social media content, and multimedia presentations. Ensure that content is evidence-based, culturally sensitive, and accessible to the target audience.
  • Public Education: Develop educational programs and initiatives to inform the public about health issues, preventive measures, and available healthcare services.
  • Collaboration: Collaborate with internal and external stakeholders, including healthcare professionals, government agencies, community organizations, and advocacy groups, to align communication efforts and maximize impact.
  • Crisis Communication: Prepare and execute communication plans for health emergencies or crises, ensuring accurate information dissemination and public reassurance.

III. Qualifications

  • Bachelor’s degree in communications, Public Relations, Journalism, health education or a related field.
  • Proven experience in communications, public relations, or health education, preferably in the healthcare or government sector.
  • Excellent verbal and written communication skills.
  • Strong media relations expertise and the ability to handle media inquiries effectively.
  • Proficiency in health education and health awareness.
  • Proficiency in digital communication channels, social media platforms, and content creation.
  • Ability to work in a fast-paced environment and manage multiple projects simultaneously.
  • A solid understanding of the healthcare landscape, policies, and current health-related issues.

  • Stationed in MoPH office in Beirut.
