I.Summary

This Terms of Reference outlines the role and responsibilities of the Communication Advisor to the Minister of Public Health. The Communication Advisor will be a key member of the Minister's team, responsible for developing and executing communication strategies that effectively convey the Ministry of Health's initiatives, policies, and achievements to the public, stakeholders, and media.

 

II.Responsibilities and Essential Functions

Detailed duties and responsibilities include:

  1. Develop Communication Strategies: Collaborate with the Minister and senior management to create comprehensive communication strategies aligned with the Ministry's priorities and objectives.
  2. Media Relations: Act as the primary point of contact for media inquiries and facilitate media interviews for the Minister. Prepare press releases, media statements, and other communications materials as needed.
  3. Speechwriting: Prepare talking points for the Minister for various events, conferences, and public engagements.
  4. Crisis Communication: Develop and implement crisis communication plans to address potential issues and manage sensitive situations effectively.
  5. Content Creation: Produce compelling and accurate content, including articles, blog posts, social media posts, and multimedia materials, to engage the public and promote the Ministry's initiatives and support the development of IEC material and awareness campaigns for different targeted populations.
  6. Digital Strategy: Oversee the Ministry's digital communication channels, ensuring they are up to date and aligned with the overall communication strategy.
  7. Stakeholder Engagement: Collaborate with relevant stakeholders, including government agencies, health organizations, and advocacy groups, to foster positive relationships and effective communication.
  8. Internal Communication: Facilitate communication within the Ministry, ensuring staff are well-informed about key initiatives and developments.
  9. Monitoring and Evaluation: Regularly assess the impact of communication efforts and adjust strategies as needed based on feedback and performance indicators.
  10. A monthly report of activities covering the above-described duties and responsibilities, submitted to the Minister of Public Health, UNICEF and IOCC.

 

III. Qualifications

  • Bachelor’s degree in communications, Public Relations, Journalism, or a related field.
  • Proven experience in communications, public relations, or media relations, preferably in the healthcare or government sector.
  • Excellent verbal and written communication skills.
  • Strong media relations expertise and the ability to handle media inquiries effectively.
  • Proficiency in digital communication channels, social media platforms, and content creation.
  • Ability to work in a fast-paced environment and manage multiple projects simultaneously.
  • A solid understanding of the healthcare landscape, policies, and current health-related issues.
