Role and Responsibilities
Plan
- Researches new donor funding opportunities available through local, government agencies, as well as through private and corporate foundations.
- Communicates about funding opportunities and donors
- Designs, writes and submits concept notes and full proposals
- Monitors and improve the quality of concept notes, proposals, project amendment requests, and any other grant-related documents
- Elaborates of internal and external reporting documents and ensure the follow up of the mission's reporting obligations
- Develops and implements long-term goals and objectives to achieve the successful outcome of the program
- Facilitates grant efforts, including grant approval process and post-award compliance; ensures timelines are met.
- Monitors post-award grant compliance
- Follows up with funding agencies
- Reads and interprets requests for proposals and funding guidelines from government agencies and foundations to determine if appropriate and how best to respond and comply.
- Maintains necessary records, files, reports, databases, and resource materials pertinent to grants office activities.
- Establishes and maintains partnership with international donors and NGOs
- Delivers trainings on subjects related to designing and writing proposals
- Performs other duties as assigned.
Partnership
- Develops, co-facilitates and guides competitive partner selection processes to identify new partners, by drafting and launching a selection and scoring criteria.
- Conducts & coordinates Partner Identity and Background Review (Vetting) processes
- Coordinates and co-leads Partner's Project Capacity Review (PPCR) processes, including contributing to and facilitating the collaborative risk analysis and management.
- Coordinates with Programs Director and Projects Director to agree/review appropriate partnership agreement type and draft agreement, taking into account the due diligence outcomes and specific project and donor requirements.
- Liaising with CEO, Programs Director and Projects Director for approvals and/or review of documents and agreements.
- Supports and co-leads Partnership Project Opening, Review and Closing Meetings, together with the relevant team members.
- Coordinates and participates in timely and effective partner program, finance, and compliance review and reflection (monitoring), and work with the M&E and finance staff to address any project performance issues.
- Coordinates narrative reporting processes and liaise with Finance Manager on finance reporting processes, including review and feedback.
- Coordinates with Finance team to ensure timely transfer of payments to partners.
- Maintains complete and organized partnership files for each partner.
- Supports and co-leads the review of the performance of the partners and of the partnership, including successes, challenges and lessons learned, fostering ongoing partnerships beyond the sub-award project cycle.
Development
- Develops and manages timelines for various activities to ensure strategic plans and processes are carried out in a timely manner
- Develops and maintains grant application calendars
- Performs various general grant administration functions such as budget amendments, plan change, program evaluation
- Ensures accurate and timely preparation of grant reports in conjunction with Finance Auditor.
- Creates and maintains appropriate spreadsheets and documentation to support grant expenses
Qualifications
- Bachelor's or master’s degree in international relations, international development, humanitarian project management, or related field.
- Minimum 5 years of experience in a similar position in a humanitarian or development organization.
- Good knowledge of the humanitarian project management cycle and the logical framework concept.
- Experience in managing external communications with donors and partners
- Familiar with donor rules and regulations of the main American, European, and United Nations donors
- Knowledge of grants and grant administration systems, processes and budgeting
- Proven track record in grant writing
- Ability to understand mentoring program operations
- Ability to analyze and systematically compile technical and statistical information and to prepare reports and correspondence
