Terms of Reference

Position reports to “Programs’ Manager” and coordinates with the “Team Lead” that will provide technical and substantive support to the program.

 

I. Purpose Summary
The Program Coordinator’s main tasks will include the coordination of the Arab Voices for a Progressive Financing for Development Program with ANND members, partners, staff, and donors, as well as follow-up on the overall process and components of the program in terms of Research, Training, and Communication.

II. Key responsibilities and Timeframe

Research Level:
The Program Coordinator will supervise the development and ensure quality control of the following research outputs by the Content Team Lead in a timely manner:
Production of a training guide dedicated for civil society actors around debt policies (Q1, Q2, Q3 of Y1).
Review of the training guide previously developed by ANND on tax policies and tax justice in the Arab region.
Production of 6 country specific policy papers (Y2) and 6 policy briefs (Y3) around financing for development.
Production of a bilingual (arabic/english) e-page which includes organized data on debt and tax in the region, their implications on social justice and human rights (Y1, Y2 and Y3).

Training and Capacity Development Level:
Organizing a regional TOT for 5 days that will be focused on debt and tax policies (Q4 Y1)
Organizing 6 training sessions at the national level by ANND members and partners who benefited from the TOT (Q1, Q2, Q3 of Y2)

Networking and Coordination Level:
Organizing a regional expert focus group that will meet at the beginning of the project to inform the process (Y1).
Coordinating the engagement and participation of ANND staff, members, and partners in UN processes at the global level (FfD and HLPF) regional level (ESCWA), with EU institutions and member states, as well as with international financial institutions (IMF, WB) to share national and regional insights on both priorities, debt and tax policies (Y1, Y2 and Y3).
Support ANND networking processes and mechanisms with global networks addressing the above-mentioned policy areas (including SID, OWINFS, EURODAD and Tax Justice Network).
Support networking mechanisms with ANND members around those processes including the Tax alliance.
Coordinate with ANND Finance and Operations departments to arrange meetings, conferences, and program team activities.

Media, Advocacy and Communication Level:
Organizing a regional conference (beginning of Y3) that will include a launching of the policy papers and providing an opportunity to reflect on advocacy and visibility actions around the material developed during the programme.
Subgranting to CSOs in targeted countries to support civil society engagement and advocacy at the national level on pressing issues related to debt and/or tax policies.
The Program Coordinator will coordinate with the Communications department to:
Produce  6 social media tools (videos or infographics) around financing for development (Y3) .
Ensure that all developments around those processes are reflected and updated on ANND website, newsletter and social media outlets.

Monitoring and Evaluation level:
Ensuring reporting to donors and progress monitoring around the selected processes.
Contributing to reports on the above mentioned regional expert focus group and regional conference.

III. Job Qualifications and Skill Sets

Education and Work experience:
Advanced degree in areas related to development economics.
Minimum 2 year program coordination experience in NGOs, civil society organizations, international organizations or academic institutions working on economic development policies.
Full understanding of civil society’s role and position in the Arab Region.
Working experience on debt and tax policies and tax justice.

Knowledge and Personal Qualities:
Commitment to and understanding of ANND’s mission, vision and objectives.
Commitments to values of  social justice, human rights,  and sustainable development.
Ability to prioritize workload, manage time and meet deadlines.
Proven experience in creating synergies between team members in a multicultural environment.
Ability to work independently under own initiative and as part of a team.
Knowledge and ability to use computers and related technology effectively (MS Office, Google Drive, Internet Research Tools).
Excellent written and oral communication skills.
Arabic and English proficiency, French is a plus.

IV. Time schedule: The program coordinator is expected to be available as of September 2023.

VI. Terms of Payment: Salary range : 1500 - 2000 USD/Month.
