Background

The anticipated UNICEF-funded Program is a school-based bridging program aiming to create for out-of-school children, multiple pathways that are flexible and responsive to each child’s unique learning needs. The program will be implemented in 200 private schools and is estimated to target more than 50,000 out-of-school children.

World Learning has a vacancy for a “MERL Officer” for the anticipated UNICEF-funded Program. This position is for a Lebanese national expected to start upon the launching of the program.

Scope and Responsibilities

His/ her responsibilities will include:

  • Support the MERL director and project researcher in implementing indicator-based monitoring (surveys, tools, and systems)
  • Provide ongoing technical support and evidence-based recommendations to M&E Director
  • Support in the development of M&E tools and systems
  • Work closely with the literacy and numeracy officers and field focal points to report on the indicators in a timely manner
  • Clean data and enter it into the database and alert management to data quality issues
  • Conduct regular field visits to oversee routine program monitoring activities. Ensure the quality and relevance of the project’s monitoring and evaluation design
  • Utilize the Collaborative, Learning, and Adapting Approach to continually assess project progress and inform project management decision-making
  • Ensure the quality of M&E-related data to be collected throughout the program implementation.
  • Train field staff in data collection methodology and in the M&E system, in general
  • Support research (desk and/or field) and study activities on M&E-related issues.
  • Assist in the finalization of quarterly and annual reports
  • Prepare needed visuals to present findings of assessments and evaluations within the project to inform planning and stakeholders
  • Assist in designing and conducting research
  • Assist the various program teams in data analysis
  • Perform additional tasks as needed and requested

 

Required Qualifications:

  • Bachelor’s degree in social Sciences, statistics, or similar field.
  • Proficient in English and Arabic
  • Proficient in the use of Microsoft Office applications, especially Excel/Word/PowerPoint; knowledge of Microsoft Access is an asset
  • 3-4 years of relevant experience
  • Attention to detail
  • Good reporting skills
  • Fluent in English and Arabic, both written and spoken

Duration of the Assignment

12 months with the possibility of renewal
