TEAM PURPOSE: To generate evidence-based research and campaigns to improve the lives of populations in Lebanon affected by the multiple crises – addressing systemic issues that shape inequality and access to services in Lebanon as well as promoting quality of asylum through an effective Oxfam ‘one programme’ approach.

JOB PURPOSE: The Research and Policy Advisor will work with the Oxfam’s policy and programme teams to lead and inform research, analysis of trends and contribute to developing Oxfam’s policy positions on both humanitarian and developmental issues; as well as directly supporting the programme and policy teams in maintaining an updated and valuable analysis of the operational environment in the country. The post-holder is expected to work closely with the relevant members of the programme team towards common objectives and to contribute to international advocacy and campaigning work.

KEY STAKEHOLDERS

Influencing team, Country program teams, fundraising team and finance team, Oxfam affiliates and wider confederation, Oxfam International and Global Campaigns, civil society networks in country, think tanks, research institutes.
 

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

  • Lead and support on delivery of policy-related activities for Oxfam’s Protection, Economic Justice, Governance, and WASH projects.
  • Work with programme team to jointly compile, gather and analyse information from our programs to use for advocacy purposes, working as part of the team to ensure that Oxfam advocacy is based on program evidence.
  • Support Oxfam’s protection advisor on developing a workplan for protection monitoring activities that will be utilized to develop protection monitoring reports.
  • Produce analysis and policy products as required, such as regular thematic analysis reports, briefing papers to promote Oxfam’s programme and policy objectives, with local to national government, and with national civil society and humanitarian organisations.
  • Develop and lead on research methodologies, including qualitative and quantitative methods, under the following themes: economic justice, governance, WASH, protection, among others. 
  • Identify how research and programme evidence can be used for change on a local and national levels.
  • Participate in policy initiatives with external agencies, under the guidance and supervision of the Influencing Lead.
  • In collaboration with relevant programme staff and management, develop working relations with key stakeholders across local authorities, central authorities and civil society to influence agenda setting and protection policy and practice
  • Provide support on developing and delivering Oxfam’s policy analysis, strategy and messages through close consultation and coordination with the programme and policy team.
  • Provides in-depth analysis of political and humanitarian context to inform the work of the Lebanon programme.
  • Ensure that all work addresses the challenges of gender justice.
  • Works with the programme staff to define common objectives and ensure the integration of advocacy into programme planning and implementation.
  • Represents Oxfam at external meetings with contacts in local and national government, UN and with civil society.
  • Supports the programme team with the capacity development on local advocacy for teams, partners and community structures to conduct advocacy at the territorial and provincial levels.

EXPERIENCE, KNOWLEDGE & COMPETENCIES

ESSENTIAL

  • 3-5 years’ experience working in a local or international organization who implement humanitarian and development programmes.
  • Knowledge of policies, national and international legal framework and programming in both humanitarian and development interventions. 
  • Understanding of emerging trends and challenges of conflict affected communities and potential solutions to the challenges within Lebanon.
  • Understanding of economic and civic policies in country
  • Experience at working with communities and civil society organisations, especially in supporting their linking of on-the-ground issues to national-level change.
  • Proven experience of qualitative and quantitative research, including research design and methodologies, data collection and analysis.
  • Proven experience of evidence-based policy work.
  • Ability to work with civil society and policy makers.
  • Proven ability to communicate easily and readily verbally and in written form, fast delivery of a substantial workload with completed, specific planned deliverables, and to write policy documents, proposals, etc.
  • Team player, self-motivated, ability to work with little supervision.
  • Ability to travel outside Beirut with possibility of overnight stays in field offices.
  • Excellent written and spoken skills in both English and Arabic

Desirable

  • Demonstrated experience of integrating gender in programmes and policy.
  • Experience in using data analysis software
