FRF is looking for a consultant to carry out a consultancy with the following deliverables:

  1. Desk Review: The consultant is entitled to conduct a desk review on all related studies from the Child protection sector, and GBV sector, especially on girls and adolescents who are engaged in child labour, in addition to existing laws, policies, strategies, international treaties, and street children current situation/analysis. 
  2. Under the supervision of FRF to conduct field consultations and data collection:
  • To conduct one Focus Group Discussion with the governmental institutions ( MoL, MoJ, MoSA, & MEHE, CERD )
  • To conduct one Focus Group Discussion with local NGOs and (I)NGOs that have the knowledge and/or worked in child labour projects and street children.
  • To conduct one Focus Group Discussion with children and their caregivers

    The purpose of the three Focus Group Discussions is to dive deeper into the root causes of child labour, the drivers pushing caregivers to send their children to the labour market and street. Also, from the policymakers' perspective, to assess the legal framework in the possible intervention of the responsible ministries fighting to end violence as duty bearers.
     

  1. Scoping Paper: The consultant is expected to submit a scoping gender-lensed paper on the challenges facing children on the streets, especially girls ( their ages, reasons behind their school dropout, social situation, risks and exploitations they are facing..etc) and child labour and impact on education dropout and overall educational attainment. The paper is expected to provide a fact-based view on the street children situation in Lebanon, and the legal framework that governs the issue of street children, and recommendations for actions to be taken to combat the street children phenomenon.  

Experience and Expertise:

The consultant should have:

  • Experience in conducting primary qualitative research.
  • Experience in facilitating multi-stakeholder dialogues and policy engagement initiatives.
  • Knowledge of Lebanon’s child protection sector and laws
  • Knowledge and extensive experience within Lebanon’s non-governmental and civil society sectors.
  • Excellent communication and facilitation skills.
  • Excellent written and spoken knowledge of English and Arabic.
