Research Services in Support of LEB-CAAP’s Elections-related Programs
FHI 360, an international non-profit organization, is implementing the Lebanon Civic Action Accelerator Program (LEB-CAAP), a $16M program funded by the United States Agency for International Development (USAID) to support civil society actors across Lebanon. Building on civil society assistance accomplishments, the project aims to support a broad swath of civil society organizations (CSOs) to further rights-based advocacy and public policy reforms, implementation, and enforcement; improve technical and administrative capacities of CSOs; and provide tools and resources that strengthen collective action to impact public policy, behavior change and improved service provision at the national and local levels.
LEB-CAAP will be implementing specific activities in support of Elections and Political Processes (EPP), specifically within the context of the upcoming municipal elections. Through co-creation, LEB-CAAP will work together with USAID Lebanon and local actors to define specific interventions under EPP’s “Objective 1: Inclusive democratic practices and culture strengthened” with illustrative activities as follows:
Activity 1.1: Encourage discourse around issues of local interest and inclusion
Activity 1.2: Initiate/reinforce accountability mechanisms at local levels
Activity 1.3: Support to improve physical accessibility of public spaces
LEB-CAAP invites qualified offerors to submit a proposal for qualitative research services as outlined in the attached Request for Proposal.

Any additional information given to a potential Offeror will be considered an amendment to this RFQ and will be provided to all other potential Offeror(s).
Submission of offers: Offers must be delivered by December 28, 2022, at 17:00 via e-mail to [email protected]. Offers received after the exact date and time specified will not be considered. All risks of non-delivery of e-mail shall be borne by the Offeror. Once the requested information is received and reviewed, tender participants will be notified of the results.
