Job Duties and Responsibilities

Financial Policies and Procedures
•    Have a deep understanding of the financial federation policies, and procedures 
•    Advise the National Societies and the IFRC project staff in the appropriate interpretation and implementation of the IFRC financial policies or procedures
•    Provide feedback to the direct or technical line manager on how to improve the policies, procedures, or processes
•    Implement best practices to safeguard and optimize the use of financial resources 

Project Financial Management
•    Support the management of the funds and financial assets of the IFRC-supported response operations under the overall direction of the regional operations coordinator, Project Manager, or an in-country Operations Manager. 
•    Assist the project managers in the preparation and monitoring of operating budgets (actuals vs. budget)
•    Provide technical advice, training, and guidance on project financial management and related processes including supporting documentation and reporting requirements to the National Society and IFRC staff involved in the implementation of the response operation.
•    Support project managers of response operations to ensure proper and timely management of the Budgeting Cycle (Funding requirements, Operating Budgets, and Project Expenditure Approval Requests). 
•    Advice the response operations/projects managers on financial matters (e.g., budgeting, codes, income, expenditures, financial analysis, donor reports, risks, opportunities, etc.)
•    Provide expertise and advice on project financial management including required analysis and early advice to ensure quality and compliance with the IFRC procedures and risk management practices.

Budget and Outlooks
•    Advise the project managers, programme staff, or National Society Staff during the preparation and/or revision of budgets
•    Analyse the actual expenditures vs. budgets and provide comments on the variances (if there are any) 
•    Monitor the level of implementation of the budgets and contributions/donations and provide timely updates to the management team 
•    Prepare outlooks to share with the appeal and project managers

Technical validation
•    Ensure that all the transactions are validated following the IFRC policies and procedures
•    Ensure that transfers to the National Societies are performed after meeting all the requirements
•    Ensure that all the accounting transactions are properly authorized and supported by original and valid supporting documentation
•    Provide feedback to the project managers about the findings during the revision of National Societies clearances
•    Follow up with the project manager or unit staff that the forecasts, journal of expenditures, expense claims, and other documents are presented correctly within the established deadlines 
•    Provide analytical information on the status of the National Society’s working advances, reconciliations, and implementation level
•    Submit monthly account statements (under DREFs and EAs) to the National Societies and staff to reconcile the balances
•    Reconcile the National Society discrepancies with the IFRC book balances if any
•    Coordinate the timely preparation and booking of the income or expenditure reallocations 

Financial Analysis
•    Assist the project manager and staff in the accurate interpretation of the financial analysis of the projects 
•    Prepare monthly financial management reports and regular updates on the operation’s financial performance
•    Present recommendations, highlight risks, opportunities, and identify areas of improvement
•    Identify clear key action plans to improve the projects financial management
•    Monitoring of Financial Key Performance Indicators (KPIs) to assess the operation’s financial performance
•    Analyse deficits, expenditures above budget, budget variances, foreign exchange losses, and propose corrective actions

Financial reporting
•    Perform a periodic review of the transactions posted to the projects to ensure the accuracy of the transactions 
•    Monitor the donor reports list with the objective to send the reports before the due dates 
•    Verify that the transactions have been processed per the IFRS (International Financial Reporting Standards), the Federation policies and procedures, and as per the donor requirements
•    Submit the financial reports free of errors or omissions to the Senior Finance Analyst for final validation
•    Provide information about the status of the financial reports during the monthly meetings 
•    Prepare income or expenditure reallocations to ensure that the reports can be send to the donor with accuracy
•    In close collaboration with the Health, Disaster, Crises and Climate Unit, Strategic Engagement and Partnership and the PMER units, monitor the pledge/appeal implementation rate, verify the compliance with donors’ requirement and support the timely production of accurate donor financial reports

Internal Controls
•    Ensure that a rigorous internal control environment is maintained, including proper segregation of duties
•    Ensure that all spending is within the approved operating budgets or ceilings
•    Ensure that all spending complies with the IFRC policies, and procedures 
•    Improve the existing processes and establish effective internal controls

Relationships with other stakeholders
•    Liaise closely with the Health, Disaster, Crises and Climate Unit before, during and after an emergency operation
•    Liaise with project managers and unit staff to provide effective services to contribute to the achievements of the plan and budget
•    Liaise with the finance analysts to get advice, orientation, support on technical matters 
•    Liaise with the Finance Officers to accomplish the tasks and overall objectives 
•    Liaise with the Head of Finance and Administration to highlight urgent matters, provide solutions, and ensure compliance with the international standards (IFRS), IFRC policies, and procedures

National Society Development
•    Advise, support, and train the National Societies staff 
•    Conduct ad-hoc training/workshops to National Societies staff in finance related matters, and prevention of fraud and corruption
•    Advise the National Societies to ensure there is a sound internal control is in place
•    Liaise with the member National Societies with a view of strengthening its capacity in project financial management

Others
•    Travel to the National Societies or IFRC delegations to provide financial support during the operation
•    Aid in case of long-term vacancies, absence, or illness to ensure business continuity

Education

A university or professional school degree in accounting or finance-related area -Required

Qualification in business administration or auditing -Preferred

Experience

At least 5 years of professional experience in a finance or accounting department -Required

At least 2 years of field experience in a humanitarian organization -Preferred

Experience managing and supporting staff -Required

Experience working with the Red Cross / Red Crescent -Preferred

Knowledge, Skills, and Language

Self-supported in computing systems (e.g., accounting software package and MS Office) -Required
