MoET will oversee grain imports in Lebanon and is the implementing agency of the Project. MoET will coordinate with the Ministry of Finance (MoF) and Bank du Libnan (BDL) on fiduciary aspects. While no project implementation unit will be established, project implementation will rely on a designated project task team, consisting of MoET staff with clearly assigned roles.  External consultants will be hired to complement MoET staff in key areas such as fiduciary and strengthen capacity.

Framework Agreements between MoET and selected local importers (Eligible Importers) will be put in place to state the roles and responsibilities of each party, lay out the technical and contractual requirements for wheat import purchases, and set the rules for pricing and payments.

II. Assigment Objectives:

MoET is considering the appointment of a qualified Procurement Specialist, as part of the project task team, who will be responsible for carrying out all Order Management Processing and Procurement activities of the project in accordance with applicable laws and regulations and the World Bank guidelines for procurement.  The Procurement Specialist is responsible for ensuring items or services are purchased from specified suppliers and are delivered upon agreed terms and conditions, seeking maximum value for the client including agreed time and cost. The Procurement Specialist is responsible for delivering high-quality purchasing services on a day-to-day basis according to defined procedures, respecting quantity, quality and timing. 

This person ensures quality of services provided and contributes to improvement and knowledge management of purchasing processes. 

III. Resbonsibilities of the procurement specialist:

  • Responsible for Purchase Order (PO) processing 
  • Support the user defining purchase requests when needed. 
  • Define correct buying channel for each request, chooses the best supplier in term of price, quality and lead time and validate the nature of the purchase request
  • Obtain quotations, evaluate options, and conduct spot buys 
  • Ensures that a PO is created correctly, follows up any issues related to PO creation 
  • Involves location Procurement & Sourcing in spot buys when local knowledge is required or if purchase threshold is exceeded
  •  Manage day-to-day interactions with suppliers and field purchasing leaders
  • Escalation of complex issues to Procurement Leader, performs problem solving for non-complex issues with field operations user 
  • Uses all required procurement tools when required or mandated by process 
  • Continuous improvement and knowledge management, participate in Continuous Improvement projects when required
  • Proposes documentation changes / improvements to process when required
  • Familiar with Procurement Procedures 
  • Provides advice and helps solve technical problems to comply according to the service descriptions and procedures, respecting quality and timing
  • Ensures full compliance with Standards and Guidelines
  • Track deviations and raise non-conformance in system Category Specific – Commodities/Grain purchases
  •  Ensures all necessary technical information are provided before processing the request to ensure specifications are met. 
  • Escalates to local supply chain teams on gradual basis in case of any complications while processing the request due to criticality. 
  • Aligns with Global Category strategy and requirement in procurement process. Category Specific – Commodities/Grain  
  • Manage Indirect & Infrastructure purchase orders & deliver quality purchasing services on a day-to-day basis according to defined procedures, respecting quantity, quality and timing.
  • Identify supplier and stocks availability. Escalate as necessary to Field Procurement team on supplier responsiveness or in situation where lack of supplier options to comply with Company’s purchasing procedures 
  • Validation of required documents (invoice/timesheet) to proceed with Purchase Order, obtain quotation and evaluate option based on the scope of work (SOW).
  • Alignment with Global Category strategy and requirement in procurement process. 
  • Always communicate with the local Sourcing team regular in case of any escalations during processing the request due to criticality. 

IV. Minimum qualifications: 

The Procurement Specialist should have a minimum of bachelor’s degree in business, accounting, economics or any relevant field, a comprehensive understanding of all procurement systems, ERPs, & logistics systems a minimum of 4 years of professional experience working on similar assignments. The Procurement Specialist shall have direct previous experience with projects financed by international donors. Spoken and written proficiencies Arabic and English, French would be an advantage.

V. Duration of assignment:

The contract period is for one year on full time basis.
