Palestinians in Lebanon: Contextual Analysis & Needs Assessment Consultant

Norwegian People’s Aid (NPA) is a humanitarian and development organization rooted in the Norwegian Labour Movement. 

Background Information 

Despite their longstanding presence, the Palestinian refugees in Lebanon remain excluded from key aspects of social, political and economic life in the country. While Palestinians demand for free movement and their inclusion in the Lebanese labor and real estate markets, the political inclusion and governance within the refugee community is a contested topic. On the other hand, neither the Palestinians nor the Lebanese want the complete assimilation or “Tawteen / Naturalization” of refugees into the Lebanese State. The ideal case scenario would be one where “citizen refugees” enjoy civil and economic rights as well as the right to space and mobility, all the while contributing through their production, consumption and tax paying to the Lebanese economy as a whole. That is until their final settlement has been achieved through the implementation of “the right of return” as validated in United Nations General Assembly Resolution 194.

Specific objectives 

The objective of the study is to provide a contextual analysis which demonstrates a clear narrative around the quality of life of Palestinians living in Lebanon today. The study will focus not only on history but also on the ramifications of the current socio-economic situation on the daily lives of Palestinian refugees in Lebanon. The analysis should be needs and human rights based to include a better understanding of the key actors in Palestinian Civil Societies present today, potential areas where actors organize and mobilize, humanitarian needs, capacity of local civil society to respond to needs, etc. The consultant will need to also conduct a needs assessment and provide recommendations which would deliver NPA with a roadmap to addressing the needs of the Palestinian community in Lebanon. These recommendations will result in the development of two concept notes to be used to assist in acquiring funds for the program. 

Specifically, the consultant will:

• Develop a community and country-level context analysis to identify needs, priorities, and areas of intervention. The context analysis will cover political, economic and social factors, among other.

• Conduct a needs assessment and submit recommendations for actions to respond to Palestinians’ needs.

• Develop two concept notes, one centered around the humanitarian needs and the second around the human rights and development needs of the Palestinian community in Lebanon.
