Purpose

Support the Information Management System (IMS) of AVSI Lebanon.

Role

The Database Officer is a full-time position within the Monitoring, Evaluation, Accountability and Learning (MEAL) Department. He/she will work under the direct supervision of the MEAL Manager and in close collaboration with the MEAL Officer to collect, manage, clean, compile, validate and report data in AVSI Lebanon with the objective of measuring and reporting program progresses and achievements.

 

Tasks and responsibilities

 

Data Management

  • Provide ongoing support to the MEAL Officer in the day-to-day management of the Information Management System (IMS).
  • Support the MEAL Officer in establishing power query connections from activity tracking tools to databases and making changes and updates if needed to support projects monitoring and evaluation.
  • Support MEAL Officer in developing activity tracking tools and IMS products for project monitoring.
  • Ensure that all relevant documents and data are entered and archived in the system in due time and produce required reports on a timely basis.
  • Build Kobo forms for data collection purposes when needed.
  • Develop and implement data collection trainings for enumerators when needed.

 

Quality Control

  • Data validation and reconciliation of all records and transactions performed to ensure compliance with AVSI data and payment management procedure (payments, attendances, etc).
  • Clean-up of data, identification of information gaps, and coding to support evidence-based reporting for the projects.
  • Liaise with AVSI partners to verify data and - where necessary – support with data management trainings.

 

Reporting

  • Support the MEAL Officer in entering data on Donor’s reporting platforms (CLM, IDS and Activity Info).
  • Assist the MEAL Department in the submission of updates and other regular reports (service mapping, referrals, ad hoc updates).

 

Qualifications and Skills

  • Minimum of 2 years of experience in information/data management systems in a humanitarian context.
  • Extensive experience in managing excels files, including writing complex formulas, establish power query connections and VBA codes.
  • Extensive experience in generating statistical dashboards, graphs and info graphics, and visualizing data using Microsoft Power BI/Google Data Studio.
  • Experience in data collection tools and creation of Kobo forms.
  • Good communication and inter-personal skills, team player and self-organized.
  • Fluency in Arabic and English.
  • Experience in web development coding language is a plus.
