Project Description

Since its inception the M-Coalition network was governed by its steering committee representing different countries and identities within its constituencies. As M-Coalition expanded its scope to LGBTIQ Health and KP health in 2019, the steering committee also evolved. However, the participatory network did not come to place until 2019, with the support of the Robert Carr Network Fund, M-Coalition put in a governance system that ensures the input of communities into governance, programming, and financial oversight. In the same year, M-Coalition merged with its host organization, the Arab Foundation for Freedoms and Equality to improve program delivery and expand both organizations in a mutual way.

 

Today, M-Coalition Network is a network of organizations, national and regional, working to promote health rights and other rights for LGBTIQ and Key populations in MENA. The partnership/membership for M-Coalition is a mutual agreement between organizations and M-Coalition to ensure collaboration, communication, support, and networking. Partners from Morocco, Tunisia, Algeria, Egypt, Sudan, Lebanon, and Jordan are part of the network. The Network also allows partners to be represented in the General Assembly of MCO and have a decision-making power in the strategy and implementation of programs for M-Coalition.

In June 2020, M-Coalition Network General Assembly had its elections and voted for 5 different positions as the new Technical Board: Chair, Co-Chair, Programmatic Oversight, Financial Oversight, and Governance Oversight

 

The Network had its first meeting in July 2020 and is working closely with its network members to update the M-Coalition Strategy 2019-2024, and in 2021 will be working closely with its partners to establish a regional health strategy moving forward.

 

Job Description

A consultant will be hired for a period of 15 days spread out over 2 months to conduct an assessment of the M-Coalition network, as well as the merger with AFEMENA. The consultant will run interviews with the M-Coalition Advisory Committee, staff, previous staff, main donors and AFEMENA senior team to identify the successes, challenges, and obstacles of the current merger situation and provide feedback to the Advisory Committee. The consultant will also assess the network relationship and success and challenges and provide recommendations to improve. At the end of the consultancy, the consultant will present the report to the M-Coalition advisory committee, who in turn will share the report with AFEMENA, donors and staff and provide recommendations on the next steps.

Key Tasks

  • Identify an evaluation/assessment system for the MCO/AFE merger.
  • Identify key people (staff from both NGOs, number of donors, partners and governance body members) to interview in the assessment
  • Write an analysis report including recommendations for the advisory committee.
  • Identify an evaluation/assessment system for the M-Coalition network
  • Run the assessment through literary review as well as interviews with the partners who signed the MOU, MCO staff, AFE Staff, advisory committee
  • Write an analysis of the network and provide recommendations to the advisory committee.

Qualifications / special skills or knowledge required of the consultant

Competencies

Knowledge of governance, organizational structure and development.

Communication: Excellent written and spoken communication skills in English, Arabic, and preferably French too.

Creativity and critical thinking: Ability to think out of the box and provide solutions to existing or emerging problems.

Basic research skills: developing interview/assessment questions, data analysis, objective observation.

Ability to work in a multicultural, multi-ethnic environment.

Planning, coordination, and organization: Ability to identify priority activities and assignments, allocation of appropriate amount of time and resources for completing work.

Ability to work independently to ensure work is achieved to a high standard and in a timely manner;

Requirements

  • Degree in public political science/ International relations/ law and at least 5 years of experience working in governance, organizational development, or policy making
  • Experience working with NGOs

Previous experience working with CSOs in MENA is preferable
