Call for Proposals Engaging Men for Gender Equality in Local Governance in Palestine, Jordan and Lebanon

The programme “Strengthening Women in Decision-Making in the Middle East” (LEAD) is calling for proposals for projects to support the implementation of local innovative approaches implemented by civil society organizations (CSO) to involve men in proactively promoting gender equality in local governance in Palestine, Jordan, and Lebanon.

Overview:

LEAD is a program implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit – GIZ on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) through the Special Initiative to promote stability and development in the Middle East and North Africa. This initiative aims at reinforcing democratic transformation processes. This requires the active participation of men and women across the region.

In this framework, LEAD aims at strengthening women’s political participation in decision-making in selected communities of Palestine, Jordan and Lebanon. The programme focuses on women who shape community development as civil society actors or who hold a municipal office or technical positions in local government in the selected cities, rural communities, and villages.

LEAD looks at the role of men in supporting and promoting women’s participation in their local communities, local governance and politics, by promoting gender responsive practices in local governance. However, positive behavioral change needs to be supported. For this reason, LEAD has been actively involving men in the implemented activities.

Objective of this Call for Proposals:

To support the implementation of local innovative approaches implemented by CSOs to involve men in proactively promoting gender equality in local governance in Palestine, Jordan, and Lebanon.

The winning CSO will develop and implement locally relevant and culturally sensitive 3-months initiatives that engage at least 30 men (including young men) in each country in activities supporting and promoting women’s participation in local politics and/or gender sensitive governance activities and services.

Who can submit a proposal:

Registered CSOs from Palestine, Jordan and Lebanon, with interest and experience in gender equality, promotion of women’s participation in public life, citizen engagement, and community development (see full requirements in the Call for Proposals Guidelines)

Language of Proposals:

All concept notes and full proposals to be submitted in English.

Anticipated time frame and project duration:

Initiatives are to be implemented within a 3-month period, with a project conclusion no later than September 30, 2021.

يدعو برنامج "تمكين النساء من صنع القرار في الشرق الاوسط"(GIZ-LEAD)  منظمات المجتمع المدني إلى تقديم عروض مشاريع لدعم تنفيذ  مبادرات  محلية مبتكرة  لإشراك الرجال في تعزيز المساواة بين الجنسين بفعالية في الحكم المحلي في فلسطين والأردن ولبنان.

مقدمة:

برنامج LEAD هو برنامج تنفذه  ال Gesellschaft für Internationale Zusammenarbeit  – GIZ نيابة عن    الوزارة الاتحادية للتعاون الاقتصادي والتنمية الالمانية (BMZ)  من خلال   المبادرة الخاصة لتعزيز الاستقرار والتنمية في منطقة الشرق الأوسط وشمال أفريقيا. تهدف المبادرة إلى تعزيز عمليات التحول الديمقراطي والتي تتطلب مشاركة نشطة من الرجال والنساء في جميع أنحاء المنطقة.

كما وتهدف  إلى تعزيز المشاركة السياسية للمرأة في صنع القرار في مجتمعات محلية مختارة في فلسطين والأردن ولبنان. ويركز البرنامج على النساء اللاتي يساهمن بصنع التنمية المجتمعية بوصفهن فاعلات في المجتمع المدني أو يشغلن منصباً بلدياً أو منصباً تقنياً في الحكومة المحلية في المدن والمجتمعات الريفية والقرى المختارة.

وينظر برنامج LEAD إلى دور الرجل في دعم وتعزيز مشاركة المرأة في مجتمعاتها المحلية، وفي الحكم المحلي والسياسة، وذلك من خلال تعزيز الممارسات المراعية للاعتبارات الجندرية (النوع الاجتماعي) في مجال الحكم المحلي. وبادراك ضرورة دعم التغيير السلوكي الإيجابي تعمل المبادرة بنشاط على إشراك الرجال في الأنشطة المنفذة.

الهدف من تقديم مقترحات المشاريع:

دعم تنفيذ مبادرات محلية مبتكرة  تنفذها منظمات المجتمع المدني لإشراك الرجال في تعزيز المساواة بين الجنسين في الحكم المحلي في فلسطين والأردن ولبنان.

وستقوم منظمات المجتمع المحلي التي يتم اختيارها بوضع وتنفيذ مبادرات مراعية للثقافية المحلية مدتها ثلاثة أشهر، تشرك ما لا يقل عن 30 رجلا (بمن فيهم الشباب) في كل دولة، تهدف الانشطة الى تعزيز مشاركة المرأة في السياسة المحلية و/أو أنشطة وخدمات الحكم المحلي المراعية للاعتبارات الجندرية (النوع الاجتماعي).

المنظمات المؤهلة لتقديم مقترحات المشاريع:

منظمات المجتمع المدني المسجلة قانونيا من فلسطين والأردن ولبنان، ذات الاهتمام والخبرة في مجال المساواة بين الجنسين، وتعزيز مشاركة المرأة في الحياة العامة، وإشراك المواطنين، وتنمية المجتمع (المتطلبات الكاملة متوفرة في النص الكامل للدعوة لتقديم المشاريع)

لغة المقترحات:

جميع الوثائق المقدمة يجب أن يتم تقديمها باللغة الإنجليزية.

الإطار الزمني المتوقع ومدة المشروع:

من المقرر أن تنفذ المبادرات في غضون فترة 3 أشهر، على أن يتم الانتهاء من المشروع في موعد أقصاه 30 سبتمبر 2021.

يجب على جميع المتقدمين تقديم مقترح مشروع مبدئي بحلول نهاية اليوم (منتصف الليل) في 30 مارس 2021.
