Public Call for Tender nb. 91183917 Electromechanical accessories 16.2090.5-001.00 WAMA
- Context
GIZ – Enhancing Water Resource Management (WAMA) is requesting to procure electromechanical accessories (gate valves, air-release valves, water meters with filter and flow straightener, PRV, pressure gauges, etc.…) with other civil accessories (valve chamber cover +frame, surface box units).These accessories will be installed by BMLWE (Beirut Mount Lebanon Water Establishment) private contractor in the designed 11 manholes (MH1, 2 ,3 ,4 ,5 , 1.1, 1.2, 2.1, 3.1, 4.1, 4.2) and will be used for the calibration of the target area hydraulic model in a step needed for the preparation of the detailed design and implementation of construction activities in the coming 2025 year.
- Requested Goods
The supplier shall ensure the availability of the following items:
- Valve chamber cover
- Surface box units
- Gate valves
- Air regulating valves
- Pressure regulating valves
- Mechanical flow meters
- Electromagnetic flow meters
- Pressure gauges
- Filters (strainers)
- Flow straighteners
The above-mentioned requested items are to be installed by EBML in the designed 11 manholes (MH1, 2 ,3 ,4 ,5, 1.1, 1.2, 2.1, 3.1, 4.1, 4.2) as specified in detail in Annex 1 where it clearly shows the type and number of accessories in each manhole.
How to apply
We request full conformity with all conditions/ general terms as mentioned below and would like to point out that non-conformity could lead to the exclusion of your offer.
The offer shall be sent in two separate emails to: LB_quotation@giz.de
One emails shall be sent, one for the Technical Offer/Proposal and another for the Financial Offer. Your emails shall be named as follows:
- "Company name/Technical offer/ Our inquiry number:91183917" including the below:
- Company Profile: A comprehensive overview of the company, including at least 3 reference projects in the field of Electromechanical and Civil accessories of water services and in Lebanon in the last 6 years.
- Annual turnover: The company minimum turnover in the past 3 years is for an average of 160,000 USD.
- Product Specifications: Detailed specifications of the proposed items, including manufacturers, design, materials and any relevant detail and Quality Assurance (any certifications or standards that the company’s products adhere to).
- Delivery: Description of the delivery process, and estimated timelines (in reference to section 8 in TOR).
- Letter of Warranty signed and stamped as per section 10 in the TOR.
- General Purchase Conditions stamped and signed.
- Self-declaration on EU Russia sanctions stamped and signed.
- Company’s legal documents, company registration and MoF registration.
- Technical proposal shall be signed, dated, and stamped.
- Company’s legal documents, company registration and MoF registration.
- Annex 3 General purchase conditions signed, dated, and stamped.
- Annex 4 Code of Conduct for Contractors signed, dated, and stamped.
- Annex 5 Self-declaration EU-Russia sanctions signed, dated, and stamped.
Kindly note that any price indication of any item in the technical offer may lead to disqualification.
- "Company name/ Financial offer/ Our inquiry number: 91183917" including the below:
- Bank Account Details: Fresh bank account details in Lebanon for payment via bank transfer, or details of the authorized person for cash payments over the counter.
- Offer Currency: The financial offer must be submitted in USD including Taxes/VAT (refer to Annex 1 attached).
- Cost Inclusivity: The financial offer should be all-inclusive, covering all costs related to the supply and delivery of the accessories.
- Reimbursement Policy: Note that GIZ will not reimburse any costs separately. All expenses should be included in the financial offer.
Further information, regarding the intended project, may be obtained in writing by sending an email to LB_quotation@giz.de during normal office hours latest by 11.11.2024.
The offers shall be submitted in English language only.
The offers shall be signed, dated and stamped.
The financial offer must be in USD only including taxes, should be valid at least for Three Months after the submission date, please mention it in your offer.
Refurbished items are not acceptable.
GIZ has the right to buy in lots.
Please quote your prices bearing in mind that a penalty of 1/2 % of the total purchase order sum will be deducted on each delayed week calculated from the due date of delivery.
All manuals must be delivered in English.
Requested warranty as per the terms of reference section 10.
The offer should include transportation fees.
GIZ has the right to request a sample check for the mentioned items after the offer has been submitted.
Others:
- Please note that in case you did not receive any notification in writing within 4 weeks after the deadline for submitting the offers, it shall indicate that your offer has not been accepted. You shall not receive a separate notice to this effect.
- The bidders shall not be reimbursed for their submitted offers.
- Sending your offers to any other email address or non-compliance with any of the mentioned conditions will result in rejecting your participation in this tender.
- All Products / items with Origin Russia or Belarus are not accepted by GIZ Office and Project due to sanction list against Russia and Belarus.
N.B. The maximum mailbox receive size is capped at 25 MB. Documents exceeding the mentioned MB should be transferred via : Start (giz.de) (Provide the password)
