OBJECTIVES AND RESULTS

UPEL aims through its programs to support and strengthen child protection systems on a local level. It also provides the opportunities for technical support and training for workers who are activists in the child protection sector

For this aim UPEL is seeking proposals from competent Consultants specialized in the field Data Management, Monitoring, Evaluation and Learning to design develop monitoring and evaluation tools and frame work for the organization.

Scope of work:

1. Review project documents including the log frame, annual targets and indicators, theory of change and existing monitoring tools.
2. Develop a comprehensive monitoring and evaluation framework and road map for implementation for the project
3. The framework should outline performance indicators (output and outcomes) with clear definitions, milestones, data collections strategies, and frequency of collection. It should include methodologies for measuring these and who is responsible for collection. It should also clearly demonstrate how the impacts outlined will be measured and evidence for the evaluations will be generated. Systematic disaggregation of data including by sex, disability, geographical location.
4. Set and measure the baseline.
5. Develop the evaluation strategy: The evaluation strategy should correspond to the project’s operation context, learning and operational needs, as well as donor requirements. It should also specify how evaluative data will be captured
6. Develop terms of reference for conducting the independent mid-term review and final evaluation.

Final Report

At the end of the project (within the period of 1 week) the consultant is committed to provide a final report including a written update of the evaluation, listing completed activities.

Consultancy Duration

The consultancy Period will take place between July 1  & Dec 31,2022

Skills:

• Extensive work experience and proven record in development of monitoring and evaluation tools and frame work
• Demonstrate experience of having undertaken similar assignments
• Ability to generate data and create tools that measure missing information and analysis
• Proven communication and facilitation skills
• Excellent command of oral and written English
