Research - Labour Market Insertion Employment Offices

  1. Scope & Objective

The objective of this study is to have an overview analysis of the:

  • Labour market components such as supply and demand for labour with a focus on the skills demanded by local businesses;
  • Most active sectors with job vacancies;
  • Indicating the relevant functional tools for diagnosing candidates and putting in place a system to manage all data, employment applications, and employment offers;
  • An assessment of employment offices in Lebanon which includes information on their functionality, success, challenges, and shortages;
  • Relevancy of establishing employment offices in the Lebanese market;
  • Indicating and assessing youth unemployment rates in BML and Tripoli, broken down into high school diploma and higher education graduates;
  1. Deliverables & Indicative Timeframe

The mission report shall be ready and submitted to Swisscontact within three days after the signature of the Agreement.

The mission report shall not exceed 10 pages, excluding annexes. The consultancy assignment should take place between November 11 and 13 with the deadline to submit the final report on November 16, 2020.

  1. Required Skills & Experience

The consultant should have:

  • An advanced university (at least master’s) degree in a relevant field, such as business administration, economics, international trade, local economic development, or similar field;
  • At least 3 years of proven relevant work experience in economic development, preferably in the field of local economic development, private sector development, business development services, income generation, and employment at the national level (international experience highly desirable);
  • Substantial experience in development research, feasibility studies, writing and editing reports;
  • Strong knowledge of the Lebanese socio-economic and political context;
  • Fluency in written and spoken English and French, good command of Arabic is highly desirable.

  1. Selection process

Interested candidates are required to submit their proposal, technical and financial offer, to [email protected] with reference “Research – Labour Market Insertion Employment Office” before November 11, 2020 along with a motivation letter and two to three references. Incomplete or late offers will not be considered.

The technical proposal is to include:

  • The candidate’s most recent CV, indicating all past experience from similar assignments, contact details and three professional references (max 2 pages);
  • Brief description of why the candidate is most suitable for this assignment (max 1 page);
  • Description of the methodology, approach on how the candidate will successfully complete the assignment (max 2 pages);
  • Financial proposal indicating the all-inclusive fixed total contract price, supported by a breakdown of costs.

The technical proposal will be evaluated (70% technical offer and 30% financial offer) based on the quality of technical offer (methodology), the candidate’s suitability and past experience relevant to the assignment and the competitiveness of the financial offer.
