Community Support Program (CSP) - RFP# CSP-TO3-20-004 / Request for Proposal for Technical Assistance Activities to Lebanese Organizations

The Community Support Program (CSP) is a flexible, adaptive mechanism to support Lebanese municipalities and vulnerable communities through better services and economic opportunities to improve lives and reduce tensions that contribute to conflict and violence predominantly in the North, South, and Beqaa regions.

CSP’s technical assistance element — also known as Task Order (TO) 3 — will complement the program’s other main activities by ensuring that the recipients of assistance possess the know-how, skills, and tools to maximize the impact and sustainability of USAID investments. The capacity building team is profiling municipalities, CSOs, and other partners to identify organizational and technical gaps that may limit the delivery of essential services and economic opportunities in the short and long term, and then individually tailor interventions to address each issue.

Through this RFP, CSP seeks to select one or more capacity-building Service Provider(s) (SPs) to design and deliver the technical assistance activities to Lebanese organizations (municipalities/unions, Civil Society Organizations, Cooperatives and Community Based Organizations).

Entities eligible to apply for funding under this RFP include Civil Society Organizations, commercial organizations, cooperatives, professional associations, think tanks, research institutes, academic institutions, and or individual consultants.

The objective is to improve the latter’s skills in specific areas/competencies as detailed below.

Category 4-     CSOs’ Technical Assistance (Bookkeeping, Business Planning, Strategic Planning)

Category 5-     Municipal Technical Assistance (Municipal Asset Management, Municipal Financial Management, Municipal Strategic Development Planning (Simplified))

Category 6-     Environmental Compliance (Olive Solid & Liquid Waste Management)

Category 7-     Public Safety (Schools Premises Safety)

Category 8-     Water Conservation

A Q&A session for prospective applicants will be held on January 22, 2020 from 10:00 am – 12:00 noon at the Padova Hotel. RSVP to [email protected] by Monday 20, 2020 before 4:00 PM. Questions/clarifications received after this date may not be answered or disseminated to all known applicants.
